3 RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Section 11 of Article I
9of the Illinois Constitution as follows:

BILL OF RIGHTS

13SECTION 11. LIMITATION OF PENALTIES AFTER CONVICTION
14 All penalties shall be be determined both according to the
15seriousness of the offense and with the objective of restoring
16the offender to useful citizenship. No conviction shall work
17corruption of blood or forfeiture of estate. No person shall be
18transported out of the State for an offense committed within
19the State.
