Bill Title: Amends the School Code. Establishes the Physical Development and Health Task Force to make recommendations to the Governor and General Assembly on certain goals of the Illinois Learning Standards for Physical Development and Health. Requires the task force to focus on updating the standards based on research in neuroscience that impacts the relationship between physical activity and learning. Provides that on or before August 31, 2013, the task force must vote on its recommendations and file a report with the Governor and the General Assembly. Repeals these provisions on September 1, 2013. Effective immediately.

AMENDMENT TO SENATE BILL 3374
2 AMENDMENT NO. ______. Amend Senate Bill 3374 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The School Code is amended by adding Section
522-75 as follows:
6 (105 ILCS 5/22-75 new)
7 (Section scheduled to be repealed on September 1, 2013)
8 Sec. 22-75. Enhance Physical Education Task Force.
9 (a) The Enhance Physical Education Task Force is
10established. The task force shall consist of the following
11voting members:
12 (1) a member of the General Assembly, appointed by the
13 Speaker of the House of Representatives;
14 (2) a member of the General Assembly, appointed by the
15 Minority Leader of the House of Representatives;
16 (3) a member of the General Assembly, appointed by the

1 President of the Senate;
2 (4) a member of the General Assembly, appointed by the
3 Minority Leader of the Senate;
4 (5) the Lieutenant Governor or his or her designee;
5 (6) the State Superintendent of Education or his or her
6 designee, who shall serve as a co-chairperson of the task
7 force;
8 (7) the Director of Public Health or his or her
9 designee, who shall serve as a co-chairperson of the task
10 force;
11 (8) the chief executive officer of City of Chicago
12 School District 299 or his or her designee;
13 (9) 2 representatives from a statewide organization
14 representing health, physical education, recreation, and
15 dance, appointed by the head of that organization;
16 (10) a representative of City of Chicago School
17 District 299, appointed by the Chicago Board of Education;
18 (11) 2 representatives of a statewide professional
19 teachers' organization, appointed by the head of that
20 organization;
21 (12) 2 representatives of a different statewide
22 professional teachers' organization, appointed by the head
23 of that organization;
24 (13) a representative of an organization representing
25 professional teachers in a city having a population
26 exceeding 500,000, appointed by the head of that

1 organization;
2 (14) a representative of a statewide organization
3 representing principals, appointed by the head of that
4 organization;
5 (15) a representative of a statewide organization
6 representing school administrators, appointed by the head
7 of that organization;
8 (16) a representative of a statewide organization
9 representing school boards, appointed by the head of that
10 organization;
11 (17) a representative of a statewide organization
12 representing school business officials, appointed by the
13 head of that organization;
14 (18) a representative of a statewide organization
15 representing parents, appointed by the head of that
16 organization;
17 (19) a representative of a national research and
18 advocacy organization focused on cardiovascular health and
19 wellness, appointed by the head of that organization;
20 (20) a representative of an organization that
21 advocates for healthy school environments, appointed by
22 the head of that organization;
23 (21) a representative of a not-for-profit organization
24 serving children and youth, appointed by the head of that
25 organization; and
26 (22) a representative of a not-for-profit organization

1 that partners to promote prevention and improve public
2 health systems that maximize the health and quality of life
3 of the people of this State, appointed by the head of that
4 organization.
5Additional members may be appointed to the task force with the
6approval of the task force's co-chairpersons.
7 (b) The task force shall meet at the call of the
8co-chairpersons, with the initial meeting of the task force
9being held as soon as possible after the effective date of this
10amendatory Act of the 97th General Assembly.
11 (c) The State Board of Education and the Department of
12Public Health shall provide assistance and necessary staff
13support services to the task force.
14 (d) The purpose of the task force is to promote and
15implement enhanced physical education programs that can be
16integrated with a broader wellness strategy and health
17curriculum in elementary and secondary schools in this State.
18 (e) The Task Force shall make recommendations to the
19Governor and the General Assembly on Goals 19, 20, 21, 22, 23,
20and 24 of the Illinois Learning Standards for Physical
21Development and Health. The task force shall focus on updating
22the standards based on research in neuroscience that impacts
23the relationship between physical activity and learning.
24 (f) On or before August 31, 2013, the task force must make
25recommendations and file a report with the Governor and the
26General Assembly.

1 (g) This Section is repealed on September 1, 2013.
2 Section 99. Effective date. This Act takes effect upon
3becoming law.".
