Bill Title: Amends the Public Utilities Act. Provides that, on April 1 of each year beginning the year after the effective date of the amendatory Act, privately held public water utilities shall provide annual reports to the Illinois Commerce Commission with specified information for each municipality served by the utility. Provides that the utility shall certify the accuracy of the information provided in the reports. Effective immediately.

SYNOPSIS AS INTRODUCED:
220 ILCS 5/5-118 new

Amends the Public Utilities Act. Provides that, on April 1 of each year beginning the year after the effective date of the amendatory Act, privately held public water utilities shall provide annual reports to the Illinois Commerce Commission with specified information for each municipality served by the utility. 1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Public Utilities Act is amended by adding
5Section 5-118 as follows:
6 (220 ILCS 5/5-118 new)
7 Sec. 5-118. Water utility pricing reports by district.
8Privately held public water utilities shall provide to the
9Commission annual reports on April 1 of each year beginning the
10year after the effective date of this amendatory Act of the
1199th General Assembly containing the following information for
12each district for the previous calendar year:
13 (1) Statement of Operating Income with Adjustments in
14 the same form and detail used in rate case filings with the
15 Illinois Commerce Commision;
16 (2) the actual cost of capital improvement projects
17 with a detail description and cost incurred for each
18 improvement expected to exceed $250,000;
19 (3) description and projected costs of planned capital
20 improvements for each of the coming reporting years;
21 (4) usage, customer accounts and revenue data by
22 customer class within the district;
23 (5) any available and applicable water quality

1 reports;
2 (6) reports of any major water leaks;
3 (7) a summary of water loss in the water distribution
4 system for the reporting year;
5 (8) a list of boil orders;
6 (9) a report on water sources divided by surface water
7 and ground water;
8 (10) for each expenditure in the Statement of Operating
9 Income as described in (1) above which includes an
10 allocation of common costs across communities, the amount
11 of allocated cost and a description of the methodology used
12 in determining such allocation; and
13 (11) techniques and practices for allocated costs.
14 The privately held water utility shall provide a report
15containing this information for each district served by the
16utility. The privately held public water utilities shall
17certify the accuracy of the information provided under this
18Section.
