1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Community Living Facilities Licensing Act is
5 amended by changing Section 4 as follows:
6 (210 ILCS 35/4) (from Ch. 111 1/2, par. 4184)
7 Sec. 4. Department's powers and duties. The Director of the
8 Department shall establish a system of licensure for Community
9 Living Facilities, in accordance with this Act, for the
10 purposes of:
11 (1) Protecting the the health, welfare and safety of
12 residents;
13 (2) Insuring the provision of appropriate programming and
14 support services for residents to promote their independence,
15 personal growth, self-respect and ability to function in a more
16 independent living arrangement;
17 (3) Insuring that the sites selected for Community Living
18 Facilities enable residents to participate in community
19 activities;
20 (4) Protecting residents' rights;
21 (5) Maintaining the integrity of communities by requiring
22 regular monitoring and inspection of Community Living
23 Facilities; insuring that minimum program and physical plant

1 standards are maintained; and prohibiting the concentration of
2 Community Living Facilities in residential neighborhoods.
