1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by changing
5Section 12-603 as follows:
6 (625 ILCS 5/12-603) (from Ch. 95 1/2, par. 12-603)
7 Sec. 12-603. Seat safety belts.
8 (a) No person shall sell any 1965 or later model motor
9vehicle of the the first division unless the front seat of such
10motor vehicle is equipped with 2 sets of seat safety belts.
11Motorcycles are exempted from the provisions of this Section.
12 (b) No person shall operate any 1965 or later model motor
13vehicle of the first division that is titled or licensed by the
14Secretary of State unless the front seat of such motor vehicle
15is equipped with 2 sets of seat safety belts.
16 (b-5) No person under the age of 18 years shall operate any
17motor vehicle, except a motor driven cycle or motorcycle, with
18more than one passenger in the front seat of the motor vehicle
19and no more passengers in the back seats than the number of
20available seat safety belts, except that each driver under the
21age of 18 years operating a second division vehicle having a
22gross vehicle weight rating of 8,000 pounds or less that
23contains only a front seat may operate the vehicle with more

1than one passenger in the front seat, provided that each
2passenger is wearing a properly adjusted and fastened seat
3safety belt.
4 (c) (Blank).
5 (d) The Department shall establish performance
6specifications for seat safety belts and for the attachment and
7installation thereof.
