Bill Title: Provides that, by October 1, 2022, the Illinois Environmental Protection Agency shall submit a report to the General Assembly containing its plan to replace the dismantled official inspection stations located in the City of Chicago. Provides that the plan shall consist of either a pilot program or a permanent replacement program, and shall provide information on the locations of the new stations within the City of Chicago, information on potential vendors that may best supply and manage such stations, and a target date for full operation of all stations. Provides that the Agency shall issue a request for proposals related to its plan by January 1, 2023. Provides that the described plan shall also contain a timeline of actions, shall include procurement of services, technology, equipment, and other elements necessary to replace the former vehicle testing lanes, and shall state whether the replacement stations in the City of Chicago will utilize permanent self-service kiosks. Provides that the plan shall also include the Agency's strategy of how best to inform people of the location and hours of operation of the new official inspection stations and conduct an informational campaign. Provides that any contracts given as a result of the plan shall adhere to State procurement requirements, and that the State shall consider contracting with minority-owned businesses. Effective immediately.

SYNOPSIS AS INTRODUCED:
625 ILCS 5/13C-10

Amends the Illinois Vehicle Code. Provides that if the Illinois Environmental Protection Agency operates a motor vehicle inspection station or contracts with one or more parties to operate an inspection station on its behalf, the Agency shall locate the station so that the owners of vehicles subject to inspection reside within 5 (rather than 12) miles of an official inspection station.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by
5changing Section 13C-10 as follows:
6 (625 ILCS 5/13C-10)
7 Sec. 13C-10. Program.
8 (a) The Agency shall establish a program to begin February
91, 2007, to reduce the emission of pollutants by motor
10vehicles. This program shall be a replacement for and
11continuation of the program established under the Vehicle
12Emissions Inspection Law of 1995, Chapter 13B of this Code.
13 At a minimum, this program shall provide for all of the
14following:
15 (1) The inspection of certain motor vehicles every 2
16 years, as required under Section 13C-15.
17 (2) The establishment and operation of official
18 inspection stations.
19 (3) The designation of official test equipment and
20 testing procedures.
21 (4) The training and supervision of inspectors and
22 other personnel.
23 (5) Procedures to assure the correct operation,

1 maintenance, and calibration of test equipment.
2 (6) Procedures for certifying test results and for
3 reporting and maintaining relevant data and records.
4 (7) The funding of alternate fuel rebates and grants
5 as authorized by Section 30 of the Alternate Fuels Act.
6 (b) The Agency shall provide for the operation of a
7sufficient number of official inspection stations to prevent
8undue difficulty for motorists to obtain the inspections
9required under this Chapter. In the event that the Agency
10operates inspection stations or contracts with one or more
11parties to operate inspection stations on its behalf, the
12Agency shall endeavor to: (i) locate the stations so that the
13owners of vehicles subject to inspection reside within 5 12
14miles of an official inspection station; and (ii) have
15sufficient inspection capacity at the stations so that the
16usual wait before the start of an inspection does not exceed 15
17minutes.
