Bill Title: Amends the Department of Insurance Law of the Civil Administrative Code of Illinois. Provides that the Department of Insurance shall request a waiver from the federal government regarding the federal Patient Protection and Affordable Care Act's (PPACA) medical loss ratio provisions. Provides that the Department shall conduct an analysis and study of and shall report to the General Assembly no later than January 1, 2012 concerning the implementation of PPACA in this State and the estimated impact of PPACA's year 2014 mandate concerning employers in this State.

AN ACT concerning State government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Department of Insurance Law of the Civil
Administrative Code of Illinois is amended by adding Section
1405-40 as follows:
(20 ILCS 1405/1405-40 new)
Sec. 1405-40. Waiver; study; Patient Protection and
Affordable Care Act.
(a) The Department of Insurance shall request a waiver from
the federal government regarding the federal Patient
Protection and Affordable Care Act's medical loss ratio
provisions.
(a) The Department of Insurance shall conduct an analysis
and study of and shall report to the General Assembly no later
than January 1, 2012 concerning the following:
(1) the status of the implementation of the federal
Patient Protection and Affordable Care Act in this State;
and
(2) the estimated impact of the federal Patient
Protection and Affordable Care Act's year 2014 mandate
concerning employers in this State.
