Provides that the Department of Insurance shall request a waiver from the federal government regarding the federal Patient Protection and Affordable Care Act's (PPACA) medical loss ratio provisions. Provides that the Department shall conduct an analysis and study of and shall report to the General Assembly no later than January 1, 2012 concerning the implementation of PPACA in this State and the estimated impact of PPACA's year 2014 mandate concerning employers in this State.

Amends the Department of Insurance Law of the Civil Administrative Code of Illinois. 2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Insurance Law of the Civil
5Administrative Code of Illinois is amended by adding Section
61405-40 as follows:
7 (20 ILCS 1405/1405-40 new)
8 Sec. 1405-40. Waiver; study; Patient Protection and
9Affordable Care Act.
10 (a) The Department of Insurance shall request a waiver from
11the federal government regarding the federal Patient
12Protection and Affordable Care Act's medical loss ratio
13provisions.
14 (a) The Department of Insurance shall conduct an analysis
15and study of and shall report to the General Assembly no later
16than January 1, 2012 concerning the following:
17 (1) the status of the implementation of the federal
18 Patient Protection and Affordable Care Act in this State;
19 and
20 (2) the estimated impact of the federal Patient
21 Protection and Affordable Care Act's year 2014 mandate
22 concerning employers in this State.
