Bill Title: Amends the State Agency Web Site Act. Requires that a State agency make applications for licenses under the jurisdiction of that State agency accessible by means of a State agency Web site to the general public no later than January 1, 2017. Defines "license" as any license, certification, registration, or permit issued by a State agency, except for a driver's license, State identification card, or vehicle registration issued by the Secretary of State or any license issued by the State Board of Elections. Effective immediately.

| 1 | AN ACT concerning State government.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The State Agency Web Site Act is amended by | ||||||
| 5 | changing Section 5 and by adding Section 20 as follows:
| ||||||
| 6 | (5 ILCS 177/5)
| ||||||
| 7 | Sec. 5. Definitions. As used in this Act:
| ||||||
| 8 | "Cookie" means a set of computer data or instructions that | ||||||
| 9 | is placed on a
consumer's computer by a Web site server to | ||||||
| 10 | collect or store information about
the
consumer.
| ||||||
| 11 | "State agencies" has the meaning given to that term in | ||||||
| 12 | Section 1-7 of the
Illinois State Auditing Act.
| ||||||
| 13 | "License" means any license, certification, registration, | ||||||
| 14 | or permit issued by an executive branch State agency, except | ||||||
| 15 | for a driver's license, State identification card, or vehicle | ||||||
| 16 | registration issued by the Secretary of State or any license | ||||||
| 17 | issued by the State Board of Elections. | ||||||
