Bill Title: Amends the State Agency Web Site Act. Requires that a State agency make applications for licenses under the jurisdiction of that State agency accessible by means of a State agency Web site to the general public no later than January 1, 2017. Defines "license" as any license, certification, registration, or permit issued by a State agency, except for a driver's license, State identification card, or vehicle registration issued by the Secretary of State or any license issued by the State Board of Elections. Effective immediately.

AN ACT concerning State government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The State Agency Web Site Act is amended by
changing Section 5 and by adding Section 20 as follows:

Sec. 5. Definitions. As used in this Act:
"Cookie" means a set of computer data or instructions that
is placed on a consumer's computer by a Web site server to
collect or store information about the consumer.
"State agencies" has the meaning given to that term in
Section 1-7 of the Illinois State Auditing Act.
"License" means any license, certification, registration,
or permit issued by an executive branch State agency, except
for a driver's license, State identification card, or vehicle
registration issued by the Secretary of State or any license
issued by the State Board of Elections.

applications for licenses under the jurisdiction of that State
agency accessible by means of a State agency Web site to the
general public no later than January 1, 2017.
Section 99. Effective date. This Act takes effect upon
becoming law.
