Bill Title: Amends the State Agency Web Site Act. Requires that a State agency make applications for licenses under the jurisdiction of that State agency accessible by means of a State agency Web site to the general public no later than January 1, 2017. Defines "license" as any license, certification, registration, or permit issued by a State agency, except for a driver's license, State identification card, or vehicle registration issued by the Secretary of State or any license issued by the State Board of Elections. Effective immediately.

AN ACT concerning State government.
| ||||
Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 5. The State Agency Web Site Act is amended by | ||||
changing Section 5 and by adding Section 20 as follows:

Sec. 5. Definitions. As used in this Act:
| ||||
"Cookie" means a set of computer data or instructions that | ||||
is placed on a
consumer's computer by a Web site server to | ||||
collect or store information about
the
consumer.
| ||||
"State agencies" has the meaning given to that term in | ||||
Section 1-7 of the
Illinois State Auditing Act.
| ||||
"License" means any license, certification, registration, | ||||
or permit issued by an executive branch State agency, except | ||||
for a driver's license, State identification card, or vehicle | ||||
registration issued by the Secretary of State or any license | ||||
issued by the State Board of Elections. | ||||

Sec. 20. State agency Web site license application | ||||
accessibility. An executive branch State agency shall make | ||||
applications for licenses under the jurisdiction of that State |
agency accessible by means of a State agency Web site to the | ||
general public no later than January 1, 2017.

Section 99. Effective date. This Act takes effect upon | ||
becoming law.
