Bill Title: Amends the Health Services Education Grants Act. Provides that, in addition to grants to medical, dental, pharmacy, optometry, and nursing schools and physician assistant programs, grants may be made to psychology and other physical and mental health-related schools and programs (instead of to other health-related schools and programs). Effective immediately.

1 | AN ACT concerning education.
| ||||||
2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Health Services Education Grants Act is | ||||||
5 | amended by changing Section 4 as follows:
| ||||||
6 | (110 ILCS 215/4) (from Ch. 111 1/2, par. 824)
| ||||||
7 | Sec. 4. Grants may be made to the following classes of | ||||||
8 | institutions that offer health services programs: (i) medical, | ||||||
9 | dental, pharmacy, optometry, and
nursing schools, (ii)
| ||||||
10 | physician assistant programs, (iii) psychology and other | ||||||
11 | physical and mental health-related
schools and programs, and | ||||||
12 | (iv) hospitals and clinical facilities used in health
service | ||||||
13 | training programs.
| ||||||
14 | Qualification for grants shall be on the basis of either | ||||||
15 | the number of
Illinois resident enrollees or the number of | ||||||
16 | degrees granted to students who
are residents of this State or | ||||||
17 | both. The grant amount shall be determined by
the Board of | ||||||
18 | Higher Education for each class of institution.
| ||||||
19 | At the discretion of the Board of Higher Education grants | ||||||
20 | may be made
for a class of institution in any or all of the | ||||||
21 | following forms:
| ||||||
22 | (1) Single nonrecurring grants for planning and | ||||||
23 | capital expense based
on the increase in the number of |

1 | Illinois resident enrollees;
| ||||||
2 | (2) Annual grants based on the number of degrees | ||||||
3 | granted to (a) Illinois
resident enrollees, or (b) Illinois | ||||||
4 | resident enrollees from minority racial
and ethnic groups, | ||||||
5 | or both (a) and (b);
| ||||||
6 | (3) Annual stabilization grants based on the number of | ||||||
7 | (a) Illinois
residents enrolled, or (b) Illinois residents | ||||||
8 | enrolled from minority racial
and ethnic groups, or both | ||||||
9 | (a) and (b); and
| ||||||
10 | (4) Program priority grants based on State residents | ||||||
11 | enrolled in eligible programs that address public demand | ||||||
12 | for health services, workforce needs and shortages, and | ||||||
13 | other programmatic priorities, such as sole service | ||||||
14 | providers, academic needs, or industry standards. The | ||||||
15 | Board of Higher Education may annually dedicate a portion | ||||||
16 | of appropriated funds, not to exceed 10% of appropriations, | ||||||
17 | to support program priority grants. In determining program | ||||||
18 | priority areas, the Board of Higher Education shall | ||||||
19 | annually consult with constituent institutions.

20 | In awarding grants to nursing schools and to hospital | ||||||
21 | schools of nursing,
the Board of Higher Education may also | ||||||
22 | consider whether the nursing program
is located in a certified | ||||||
23 | nurse shortage area. For purposes of this Section
"certified | ||||||
24 | nurse shortage area" means an area certified by the Director
of | ||||||
25 | the Department of Public Health as a nurse shortage area based | ||||||
26 | on the
most reliable data available to the Director.
