Bill Title: Amends the Illinois Municipal Code, the Airport Authorities Act, the Interstate Airport Authorities Act, the Park District Code, and the County Airports Act. Provides the relevant authority with the power to plan, market, and otherwise support integrated passenger transportation. Defines "integrated passenger transportation". Sets forth requirements for the relevant authority that wishes to apply for federal grants, including that the authority consult with the Secretary of the Department of Transportation, local mass transit districts, if applicable, the Regional Transportation Authority, if applicable, and local municipal planning organizations to ensure the plan is consistent with the Department's published transportation improvement plans for integrated passenger transportation. Effective immediately.

AMENDMENT TO SENATE BILL 1346
2 AMENDMENT NO. ______. Amend Senate Bill 1346, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
5 "Section 5. The Illinois Municipal Code is amended by
6adding Section 11-101-3 as follows:
7 (65 ILCS 5/11-101-3 new)
8 Sec. 11-101-3. Integrated passenger transportation. The
9corporate authorities of each municipality with fewer than
10500,000 inhabitants that maintains a public airport shall have
11the power to plan, market, and otherwise support integrated
12passenger transportation within that municipality including,
13but not limited to:
14 (1) providing financial support for the development of
15 integrated passenger facilities; and
16 (2) creating marketing materials cooperatively with

1 other transportation organizations.
2 For the purposes of this Section, "integrated passenger
3transportation" means the integration of surface, rail, and air
4passenger transportation services and facilities.
5 Any corporate authority of a municipality with fewer than
6500,000 inhabitants that plans to apply for federal grant
7assistance to support the development of integrated passenger
8transportation services or facilities shall consult with the
9Secretary of the Department of Transportation, local mass
10transit districts, if applicable, the Regional Transportation
11Authority, if applicable, and local municipal planning
12organizations to ensure the plan is consistent with the
13Department's published transportation improvement plans for
14integrated passenger transportation prior to its final grant
15application submission to the federal entity sponsoring the
16grant program.
17 The corporate authority shall obtain written approval from
18the Governor for the manner that the corporate authority
19intends to plan, market, and otherwise support integrated
20passenger transportation before exercising the powers granted
21by this Section. The requirement to obtain written approval
22from the Governor only applies to activities related to the
23exercise of powers granted by this Section and does not apply
24to any other powers otherwise granted by law.
25 Moneys in the Road Fund may not be used to implement this
26Section.

1 Section 10. The Airport Authorities Act is amended by
2adding Section 8.16 as follows:
3 (70 ILCS 5/8.16 new)
4 Sec. 8.16. Integrated passenger transportation. An airport
5authority of a municipality with fewer than 500,000 inhabitants
6that maintains a public airport shall have the power to plan,
7market, and otherwise support integrated passenger
8transportation within the area served by the authority
9including, but not limited to:
10 (1) providing financial support for the development of
11 integrated passenger facilities; and
12 (2) creating marketing materials cooperatively with
13 other transportation organizations.
14 For the purposes of this Section, "integrated
15transportation" means the integration of surface, rail, and air
16passenger transportation services and facilities.
17 Any interstate airport authority of a municipality with
18fewer than 500,000 inhabitants that plans to apply for federal
19grant assistance to support the development of integrated
20passenger transportation services or facilities shall consult
21with the Secretary of the Department of Transportation, local
22mass transit districts, if applicable, the Regional
23Transportation Authority, if applicable, and local municipal
24planning organizations to ensure the plan is consistent with

1the Department's published transportation improvement plans
2for integrated passenger transportation prior to its final
3grant application submission to the federal entity sponsoring
4the grant program.
5 The airport authority shall obtain written approval from
6the Governor for the manner that the airport authority intends
7to plan, market, and otherwise support integrated passenger
8transportation before exercising the powers granted by this
9Section. The requirement to obtain written approval from the
10Governor only applies to activities related to the exercise of
11powers granted by this Section and does not apply to any other
12powers otherwise granted by law.
13 Moneys in the Road Fund may not be used to implement this
14Section.
15 Section 15. The Interstate Airport Authorities Act is
16amended by adding Section 4.1 as follows:
17 (70 ILCS 10/4.1 new)
18 Sec. 4.1. Integrated passenger transportation. An
19interstate airport authority that maintains a public airport
20shall have the power to plan, market, and otherwise support
21integrated passenger transportation within the area served by
22the authority including, but not limited to:
23 (1) providing financial support for the development of
24 integrated passenger facilities; and

1 (2) creating marketing materials cooperatively with
2 other transportation organizations.
3 For the purposes of this Section, "integrated
4transportation" means the integration of surface, rail, and air
5passenger transportation services and facilities.

7federal grant assistance to support the development of
8integrated passenger transportation services or facilities
9shall consult with the Secretary of the Department of
10Transportation, local mass transit districts, if applicable,

23related to the exercise of powers granted by this Section and
24does not apply to any other powers otherwise granted by law.
25 Moneys in the Road Fund may not be used to implement this

1 Section 20. The Park District Code is amended by adding
2Section 8-10c as follows:
3 (70 ILCS 1205/8-10c new)
4 Sec. 8-10c. Integrated passenger transportation. A park
5district that maintains a public airport shall have the power
6to plan, market, and otherwise support integrated passenger
7transportation within the area served by the park district
8including, but not limited to:
9 (1) providing financial support for the development of
10 integrated passenger facilities; and
11 (2) creating marketing materials cooperatively with
12 other transportation organizations.
13 For the purposes of this Section, "integrated
14transportation" means the integration of surface, rail, and air
15passenger transportation services and facilities.
16 Any park district that plans to apply for federal grant
17assistance to support the development of integrated passenger
18transportation services or facilities shall consult with the
19Secretary of the Department of Transportation, local mass
20transit districts, if applicable, the Regional Transportation
21Authority, if applicable, and local municipal planning
22organizations to ensure the plan is consistent with the
23Department's published transportation improvement plans for
24integrated passenger transportation prior to its final grant

3 The park district shall obtain written approval from the
4Governor for the manner that the park district intends to plan,
5market, and otherwise support integrated passenger

8Governor only applies to activities related to the exercise of
9powers granted by this Section and does not apply to any other
10powers otherwise granted by law.
11 Moneys in the Road Fund may not be used to implement this
12Section.
13 Section 25. The County Airports Act is amended by adding
14Section 21.1 as follows:
15 (620 ILCS 50/21.1 new)
16 Sec. 21.1. Integrated passenger transportation. To plan,
17market, and otherwise support integrated passenger
18transportation within the county including, but not limited to:
19 (1) providing financial support for the development of
20 integrated passenger facilities; and
21 (2) creating marketing materials cooperatively with
22 other transportation organizations.
23 For the purposes of this Section, "integrated
24transportation" means the integration of surface, rail, and air

1passenger transportation services and facilities.
2 If a county airports commission plans to apply for federal
3grant assistance to support the development of integrated
4passenger transportation services or facilities, it shall
5consult with the Secretary of the Department of Transportation,
6local mass transit districts, if applicable, the Regional
7Transportation Authority, if applicable, and local municipal
8planning organizations to ensure the plan is consistent with
9the Department's published transportation improvement plans
10for integrated passenger transportation prior to its final
11grant application submission to the federal entity sponsoring
12the grant program.
13 A county airports commission shall obtain written approval
14from the Governor for the manner that the commission intends to
15plan, market, and otherwise support integrated passenger
16transportation before exercising the powers granted by this
17Section. The requirement to obtain written approval from the
18Governor only applies to activities related to the exercise of
19powers granted by this Section and does not apply to any other
20powers otherwise granted by law.
21 Moneys in the Road Fund may not be used to implement this
22Section.
23 Section 99. Effective date. This Act takes effect upon
24becoming law.".
