Bill Title: Amends the Illinois Procurement Code. Provides that neither the State of Illinois nor an agency thereof shall enter into a contract, nor shall a contract be awarded, if there is not, prior to entering into such contract, an appropriation enacted for the funding of that contract. Provides that the State contract funding requirement applies to State contracts which may be entered into on or after the effective date of this amendatory Act.

SYNOPSIS AS INTRODUCED:
30 ILCS 500/20-7 new

Amends the Illinois Procurement Code. 1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Procurement Code is amended by
5adding Section 20-7 as follows:
6 (30 ILCS 500/20-7 new)
7 Sec. 20-7. State contract funding. Notwithstanding any
8provision to the contrary, if a State contract is to be funded
9from State sources, neither the State of Illinois nor an agency
10thereof shall enter into a contract, nor shall a contract be
11awarded, if there is not, prior to entering into such contract,
12an appropriation enacted for the funding of that contract. The
13provisions of this Section apply to State contracts which may
14be entered into on or after the effective date of this
15amendatory Act of the 101st General Assembly.
