Bill Title: Amends the Early Intervention Services System Act. In a provision requiring the Department of Human Services to adopt rules to expand the list of Medical Conditions Resulting in High Probability of Developmental Delay to include lead poisoning, provides that the Department shall adopt such rules no later than July 1, 2020 (rather than no later than December 2, 2019). Effective immediately.

2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:

4 | Section 5. The Early Intervention Services System Act is | ||||||
5 | amended by changing Section 3a as follows:

6 | (325 ILCS 20/3a) | ||||||
7 | Sec. 3a. Lead poisoning. No later than July 1, 2020 180 | ||||||
8 | days after the effective date of this amendatory Act of the | ||||||
9 | 101st General Assembly , the lead agency shall adopt rules to | ||||||
10 | update 89 Ill. Adm. Code 500.Appendix E by: (i) expanding the | ||||||
11 | list of Medical Conditions Resulting in High Probability of | ||||||
12 | Developmental Delay to include lead poisoning as a medical | ||||||
13 | condition approved by the lead agency for the purposes of this | ||||||
14 | Act; and (ii) defining "confirmed blood lead level" and | ||||||
15 | "elevated blood lead level" or "EBL" to have the same meanings | ||||||
16 | ascribed to those terms by the Department of Public Health in | ||||||
17 | 77 Ill. Adm. Code 845.20.
