2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Linda Frank on the | ||||||
4 | occasion of her retirement as Clerk of the Circuit Court for | ||||||
5 | the 6th Judicial Circuit on November 30, 2012; and
| ||||||
6 | WHEREAS, Linda Frank was meritoriously chosen to serve as | ||||||
7 | the Circuit Clerk of Champaign County by the judges of the 6th | ||||||
8 | Judicial Circuit in 1991; she was subsequently elected to the | ||||||
9 | position by the voters of Champaign County in 1992 and | ||||||
10 | re-elected to the position in 1996, 2000, 2004, and 2008; and
| ||||||
11 | WHEREAS, As Circuit Clerk, Linda Frank has been | ||||||
12 | instrumental in the creation of numerous programs that have | ||||||
13 | greatly improved the services provided by the department, | ||||||
14 | including a direct deposit program for child support | ||||||
15 | recipients, the Traffic Safety Program that provides first time | ||||||
16 | offenders with an option to take a class to remove minor | ||||||
17 | violations from their record, and the Mandatory Insurance | ||||||
18 | Program that enables citizens to avoid a court appearance by | ||||||
19 | documenting insurance in the Clerk's office; her work made the | ||||||
20 | Champaign County Courthouse one of the first courthouses in | ||||||
21 | Illinois to offer secured payment of court fees via personal | ||||||
22 | check; she negotiated the first Union contract in Circuit Clerk | ||||||
23 | history;
she introduced detailed financial reports on the court |

1 | system to the Champaign County Board; she was
instrumental in | ||||||
2 | providing accessible parking for jurors with disabilities; she
| ||||||
3 | arranged for the Urbana Historical Archives to preserve court | ||||||
4 | records in lieu of costly county storage or destruction; she
| ||||||
5 | was a member of a team that established county policy of having | ||||||
6 | criminal offenders pay a fine that benefits "Crimestoppers" as | ||||||
7 | part of their sentence; her department is also one of only two | ||||||
8 | Champaign County departments with both increased revenues and | ||||||
9 | decreased expenditures according to the most recent annual | ||||||
10 | financial report for the County; and

11 | WHEREAS, Prior to her tenure as Circuit Clerk, Linda Frank | ||||||
12 | served as a member of the Champaign County Board from 1982 to | ||||||
13 | 1991; she served as chairman of the board's Personal and Public | ||||||
14 | Officials Committee and was a member of the Justice and Public | ||||||
15 | Safety, Health Services, Environmental and Land Use, and | ||||||
16 | General Services Committees; during her stint on the Board, she | ||||||
17 | was responsible for the successful passage of the hotel-motel | ||||||
18 | tax, which helped generate revenue to defray the costs of | ||||||
19 | renovations to Willard Airport; she was also instrumental in | ||||||
20 | the defeat of the Champaign County nuclear waste site, the | ||||||
21 | efforts to initiate an Alzheimer's Unit in Champaign County, | ||||||
22 | and the development of an inter-generational day care center; | ||||||
23 | she also worked with the Champaign Unit 4 School District | ||||||
24 | Special Education Programs from 1986 to 1991 and was a co-owner | ||||||
25 | of Texture Protein Products, Inc. from 1973 to 1975; and

1 | WHEREAS, Linda Frank is affiliated with numerous legal and | ||||||
2 | civic organizations, including the Illinois Association of | ||||||
3 | Court Clerks, the Sixth Circuit Family Violence Council, the | ||||||
4 | Child Support Advisory Committee, the Administrative Office of | ||||||
5 | Illinois Courts, TASH, the National Association of County | ||||||
6 | Officials, the Champaign Chamber of Commerce, the League of | ||||||
7 | Women Voters, the Retired and Senior Volunteer Program's | ||||||
8 | Advisory Council, the DCFS Regional Youth Planning Committee, | ||||||
9 | the Champaign County Republicans, the Illinois Juvenile | ||||||
10 | Justice Commission, the Champaign County Historical Museum | ||||||
11 | Board of Trustees, and the Champaign Unit 4 School District | ||||||
12 | Gifted and Talented Committee; she also served as the County | ||||||
13 | Representative for the National Organization on Disabilities; | ||||||
14 | and

15 | WHEREAS, Linda Frank won the National Award for Excellence | ||||||
16 | in Government for Public Access Services for being the first | ||||||
17 | clerk in the State to offer an innovative computerized remote | ||||||
18 | access to court records; she has also been the recipient of | ||||||
19 | numerous other awards and designations, including the National | ||||||
20 | Achievement Award for Excellence in Government (1995) and the | ||||||
21 | World's Who's Who Among Women (1987); and
| ||||||
22 | WHEREAS, Linda Frank serves as a model of hard work, | ||||||
23 | integrity, and dedication for the people of the State of |

2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
3 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
4 | we congratulate Linda Frank on the occasion of her retirement | ||||||
5 | and wish her many happy and healthy retirement years; and be it | ||||||
6 | further
