2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Dr. David Sam on the | ||||||
4 | occasion of receiving the Elgin Cosmopolitan Club Annual | ||||||
5 | Distinguished Service Award; and
| ||||||
6 | WHEREAS, The Elgin Cosmopolitan Club was chartered on | ||||||
7 | December 7, 1927 and is part of Cosmopolitan International, a | ||||||
8 | non-profit organization dedicated to research and treatment of | ||||||
9 | diabetes; the club has been in continuous service to the Elgin | ||||||
10 | community for over 80 years and supports local charitable | ||||||
11 | groups with special emphasis on diabetes-related causes; and
| ||||||
12 | WHEREAS, In 2007, Dr. David Sam began his service as the | ||||||
13 | eighth president of Elgin Community College; during his tenure, | ||||||
14 | the number of degrees and certificates awarded has increased by | ||||||
15 | 44% to an all-time high of 2,578 in 2015; Elgin Community | ||||||
16 | College has successfully closed the achievement gap between | ||||||
17 | Hispanic and white students, and has been recognized by the | ||||||
18 | Bill and Melinda Gates Foundation for its student success | ||||||
19 | activities; and

20 | WHEREAS, In 2013, Elgin Community College was awarded The | ||||||
21 | Bellwether Award by the Community College Futures Assembly, a | ||||||
22 | recognition of outstanding and innovative programs and |

1 | practices that are leading community colleges into the future, | ||||||
2 | for its "Alliance for College Readiness Initiative"; Elgin | ||||||
3 | Community College has been designated a "Leader College" by | ||||||
4 | Achieving the Dream National Reform Network, the nation's most | ||||||
5 | comprehensive non-governmental reform network for student | ||||||
6 | success in higher education, since 2013; The Aspen Institute, | ||||||
7 | dedicated to fostering leadership based on enduring values and | ||||||
8 | providing a nonpartisan venue for dealing with critical issues, | ||||||
9 | ranked Elgin Community College a top 150 College for the | ||||||
10 | 2014-2015 academic year; and
| ||||||
11 | WHEREAS, Dr. David Sam serves on the board of directors for | ||||||
12 | the Elgin Area Chamber of Commerce, where he has been chair | ||||||
13 | since May 2015, the Alignment for Collaborative Education, the | ||||||
14 | Golden Corridor Family YMCA, and the United Way of Elgin; he is | ||||||
15 | an active member of the Rotary Club of Elgin, the District of | ||||||
16 | Columbia Bar, the Energy Bar Association, and the American Bar | ||||||
17 | Association; he also earned the Phi Theta Kappa Shirley B. | ||||||
18 | Gordon Award of Distinction for Outstanding College | ||||||
19 | Presidents; and

20 | WHEREAS, Dr. David Sam serves as a model of hard work, | ||||||
21 | integrity, and dedication for the people of the State of | ||||||
22 | Illinois; therefore, be it

23 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

2 | congratulate Dr. David Sam on the occasion of receiving the | ||||||

4 | wish him continued success and happiness in the future; and be | ||||||
