HOUSE RESOLUTION
WHEREAS, The members of the Illinois House of
Representatives are saddened to learn of the death of Barbara
Noel Caldwell, who passed away on July 28, 2018; and
WHEREAS, Barbara Caldwell was born in Chicago to Lewis A.H.
and Alice Jarrells Caldwell on March 23, 1937; she was a member
of St. Edmund's Episcopal Church and graduated from Hyde Park
High School; she attended Howard University and then returned
to Chicago and earned her Bachelor of Science in Teaching from
the Chicago Teachers College (Chicago State University);
later, she earned her master's degree in inner city studies
from Northeastern University; she married Keith Alonzo
Caldwell in Chicago on October 22, 1960; and
WHEREAS, Barbara Caldwell's career in education began at
the Alexandre Dumas Elementary School, where she implemented a
closed circuit television educational program/studio; she then
joined the Walt Disney Magnet School, where she became a pod
leader in their open classroom curriculum; and
WHEREAS, Barbara Caldwell served as president of the
Chicago Teachers' Pension Fund, managing a $3.5 billion budget;
she was a Diamond Life member of the Delta Sigma Theta
Sorority, Inc.; she was also a member of the Lake Shore Chapter

of the Chicago Links, Inc., The Mother's Club, the Bronzeville
Children's Museum, and the St. Mark United Methodist Church;
she was a board member for a number of organizations; and
WHEREAS, Barbara Caldwell was affectionately known as
"Bobby Links"; she enjoyed dancing, traveling, horseback
riding, dining out, art collecting, decorating her home, and
spoiling her family; and
WHEREAS, Barbara Caldwell was preceded in death by her
mother, Alice Jarrells Caldwell; her stepmother, Ruth Stimpson
Caldwell; her father, Lewis A. H. Caldwell; her sister, Phyllis
Yvonne; her husband, Keith A. Caldwell; and her second husband,
Richard Ward; and
WHEREAS, Barbara Caldwell is survived by her children, Lori
Caldwell Valentine (Derryle) and Keith Lewis Caldwell
(Sheryl); her grandchildren, Derryle Keith Valentine,
Christopher Caldwell Valentine, Kyra Rene Caldwell, Dorian
Noel Valentine, and Karson Nicole Caldwell; and numerous
relatives, friends, neighbors, sorority sisters, and church
and club members; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
mourn the passing of Barbara Noel Caldwell, and extend our

sincere condolences to her family, friends, and all who knew
and loved her; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to the family of Barbara Caldwell as an expression of
our deepest sympathy.
