2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Barbara | ||||||
4 | Noel Caldwell, who passed away on July 28, 2018; and
| ||||||
5 | WHEREAS, Barbara Caldwell was born in Chicago to Lewis A.H. | ||||||
6 | and Alice Jarrells Caldwell on March 23, 1937; she was a member | ||||||
7 | of St. Edmund's Episcopal Church and graduated from Hyde Park | ||||||
8 | High School; she attended Howard University and then returned | ||||||
9 | to Chicago and earned her Bachelor of Science in Teaching from | ||||||
10 | the Chicago Teachers College (Chicago State University); | ||||||
11 | later, she earned her master's degree in inner city studies | ||||||
12 | from Northeastern University; she married Keith Alonzo | ||||||
13 | Caldwell in Chicago on October 22, 1960; and
| ||||||
14 | WHEREAS, Barbara Caldwell's career in education began at | ||||||
15 | the Alexandre Dumas Elementary School, where she implemented a | ||||||
16 | closed circuit television educational program/studio; she then | ||||||
17 | joined the Walt Disney Magnet School,
where she became a pod | ||||||
18 | leader in their open classroom curriculum; and
| ||||||
19 | WHEREAS, Barbara Caldwell served as president of the | ||||||
20 | Chicago Teachers' Pension Fund, managing a $3.5 billion budget; | ||||||
21 | she was a Diamond Life member of
the Delta Sigma Theta | ||||||
22 | Sorority, Inc.; she was also a member of the Lake Shore Chapter |

Chicago Links, Inc., The Mother's Club, the Bronzeville | ||||||
2 | Children's Museum, and the St. Mark United Methodist Church; | ||||||
3 | she was a board member for a number of
organizations; and
| ||||||
4 | WHEREAS, Barbara Caldwell was affectionately known as | ||||||
5 | "Bobby Links"; she enjoyed dancing, traveling, horseback | ||||||
6 | riding, dining out, art collecting, decorating her home, and | ||||||
7 | spoiling her family; and
| ||||||
8 | WHEREAS, Barbara Caldwell was preceded in death by her | ||||||
9 | mother, Alice Jarrells Caldwell; her stepmother, Ruth Stimpson
| ||||||
10 | Caldwell; her father, Lewis A. H. Caldwell; her sister, Phyllis | ||||||
11 | Yvonne; her husband,
Keith A. Caldwell; and her second husband, | ||||||
12 | Richard Ward; and
| ||||||
13 | WHEREAS, Barbara Caldwell is survived by her children, Lori | ||||||
14 | Caldwell Valentine (Derryle) and Keith Lewis Caldwell | ||||||
15 | (Sheryl);
her grandchildren, Derryle Keith Valentine, | ||||||
16 | Christopher Caldwell Valentine, Kyra Rene
Caldwell, Dorian | ||||||
17 | Noel Valentine, and Karson Nicole Caldwell; and numerous | ||||||
18 | relatives, friends, neighbors, sorority sisters, and church | ||||||
19 | and club members; therefore, be it

20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
21 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
22 | mourn the passing of Barbara Noel Caldwell, and extend our |

1 | sincere condolences to her family, friends, and all who knew | ||||||
2 | and loved her; and be it further
| ||||||
3 | RESOLVED, That a suitable copy of this resolution be | ||||||
