2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to recognize Dr. Sheila Quirk-Bailey on | ||||||
4 | her distinguished career as president of Illinois Central | ||||||
5 | College (ICC); and
| ||||||
6 | WHEREAS, Dr. Quirk-Bailey joined ICC as its fifth | ||||||
7 | president in July 2016, bringing more than 26 years of | ||||||
8 | community college experience to her role, having previously | ||||||
9 | served in various roles for Harper College from 1990 to 2016; | ||||||
10 | and
| ||||||
11 | WHEREAS, Dr. Quirk-Bailey has led ICC with the premise | ||||||
12 | that equity drives a vibrant community, focusing on how to | ||||||
13 | reduce success gaps by better preparing students with valuable | ||||||
14 | skills to create prosperity, not only for the individual but | ||||||
15 | for the community as a whole; and

16 | WHEREAS, During Dr. Quirk-Bailey's tenure, ICC has had | ||||||
17 | several notable achievements, including securing a $15,000,000 | ||||||
18 | grant from the Economic Development Administration to create | ||||||
19 | the IT Workforce Accelerator, winning the national Charles | ||||||
20 | Kennedy Equity Award from the Association of Community College | ||||||
21 | Trustees (ACCT), leading the statewide Workforce Equity | ||||||
22 | Initiative (WEI), opening the Workforce Sustainability Center |

1 | to provide training for some of the most in-demand programs in | ||||||
2 | the area, and receiving a $25,000 grant from the Lumina Fund | ||||||
3 | for Racial Justice and Equity to train over 100 group | ||||||
4 | facilitators to promote progress on race, diversity, and | ||||||
5 | equity; and
| ||||||
6 | WHEREAS, Dr. Quirk-Bailey is passionate about engaging the | ||||||
7 | community through working with local high schools and | ||||||
8 | businesses to better align ICC programs and services while | ||||||
9 | achieving high levels of positive outcomes for students, their | ||||||
10 | families, the workforce, and the region; therefore, be it

11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
12 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
13 | we recognize Dr. Sheila Quirk-Bailey on her distinguished | ||||||
