Bill Title: Congratulates Oswego Police Chief Dwight Baird for receiving the 2014 Police Chief of the Year Award from the Illinois State Crime Commission Board and commends him for his dedication and selfless commitment to law enforcement and the residents of the Village of Oswego and the professionalism he instills upon his staff.

2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Dwight Baird, | ||||||
4 | Village of Oswego Chief of Police, for receiving the 2014 | ||||||
5 | Police Chief of the Year Award from the Illinois State Crime | ||||||
6 | Commission Board; and
| ||||||
7 | WHEREAS, Chief Dwight Baird was awarded Police Chief of the | ||||||
8 | Year because of his dedication to combating crime through | ||||||
9 | proven experience and professionalism, which he has committed | ||||||
10 | to the residents of the Village of Oswego; and
| ||||||
11 | WHEREAS, Chief Dwight Baird has dedicated 23 years of | ||||||
12 | service to law enforcement, 11 of which he has served as Chief | ||||||
13 | of Police in the Village of Oswego, where he is known for | ||||||
14 | reducing crime through community crime prevention, fiscal | ||||||
15 | accountability, and procuring the necessary tools for | ||||||
16 | protecting the residents of Oswego; and

17 | WHEREAS, Chief Dwight Baird has proven to be a leader in | ||||||
18 | law enforcement by educating himself and his staff on the | ||||||
19 | newest updated technology and policies available to law | ||||||
20 | enforcement; and
| ||||||
21 | WHEREAS, Chief Dwight Baird's leadership and devotion to |

1 | law enforcement has earned the Oswego Police Department | ||||||
2 | National Accreditation from the National Board of Commission on | ||||||
3 | Accreditation for Law Enforcement Agencies, which is a | ||||||
4 | performance level that only 3% of departments nationwide have | ||||||
5 | achieved; and

6 | WHEREAS, Chief Dwight Baird received his Bachelor's Degree | ||||||
7 | in Criminal Justice from Aurora University and his Master's | ||||||
8 | Degree in Law Enforcement Justice Administration from Western | ||||||
9 | Illinois University; he is also a graduate of the Federal | ||||||
10 | Bureau of Investigations National Academy; and
| ||||||
11 | WHEREAS, Chief Dwight Baird is the only son of Thomas and | ||||||
12 | Marilyn Baird and the father of Bobby Baird; therefore, be it
| ||||||
13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
14 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
15 | we congratulate Dwight Baird for receiving the 2014 Police | ||||||
16 | Chief of the Year Award from the Illinois State Crime | ||||||
17 | Commission Board and commend him for his dedication and | ||||||
18 | selfless commitment to law enforcement and the residents of the | ||||||
19 | Village of Oswego and the professionalism he instills upon his | ||||||
20 | staff; and be it further
