HOUSE RESOLUTION
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Rules of the House of Representatives of the 98th General
5Assembly are amended by adding Rule 37.7 as follows:
6 (House Rule 37.7 new)
7 37.7. Consideration of Bills On or After Date of General
8Election.
9 (a) From the Tuesday following the first Monday of November
10in even-numbered years until adjournment sine die, no bill may
11be moved from the order of Second Reading to the order of Third
12Reading unless a motion to approve such measure for
13consideration has been adopted by a record vote of 71 members.
14If such a bill is on the order of concurrence or in the form of
15a conference committee report, no motion to concur or to adopt
16that conference committee report is in order unless a motion to
17approve such measure for consideration has been adopted by a
18record vote of 71 members. Nothing in this House Rule shall be
19deemed to alter the vote requirement for final passage of a
20legislative measure required by the Illinois Constitution.
21 (b) Any motion made pursuant to subsection (a) to approve a
22legislative measure for consideration must be in writing. Upon
23receipt of the written motion, the Clerk shall immediately
24notify the Speaker and the Minority Leader. The motion shall

1not be referred to a committee. The motion must be carried on
2the calendar before it may be taken up by the House and may
3then be immediately considered and adopted by the House. The
4motion is renewable and may be reconsidered, provided that once
5that motion is adopted, it shall not be reconsidered.
6 (c) Notwithstanding any other provision of these House
7Rules, any resolution proposing to amend or delete this Rule
8requires the affirmative vote of 71 members elected for
9adoption by the House. This Rule may not be suspended except by
10unanimous consent.
