| 2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 3 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 4 | the Rules of the House of Representatives of the 98th General | ||||||
| 5 | Assembly are amended by adding Rule 37.7 as follows:

| 6 | (House Rule 37.7 new) | ||||||
| 7 | 37.7. Consideration of Bills On or After Date of General | ||||||
| 8 | Election. | ||||||
| 9 | (a) From the Tuesday following the first Monday of November | ||||||
| 10 | in even-numbered years until adjournment sine die, no bill may | ||||||
| 11 | be moved from the order of Second Reading to the order of Third | ||||||
| 12 | Reading unless a motion to approve such measure for | ||||||
| 13 | consideration has been adopted by a record vote of 71 members. | ||||||
| 14 | If such a bill is on the order of concurrence or in the form of | ||||||
| 15 | a conference committee report, no motion to concur or to adopt | ||||||
| 16 | that conference committee report is in order unless a motion to | ||||||
| 17 | approve such measure for consideration has been adopted by a | ||||||
| 18 | record vote of 71 members. Nothing in this House Rule shall be | ||||||
| 19 | deemed to alter the vote requirement for final passage of a | ||||||
| 20 | legislative measure required by the Illinois Constitution. | ||||||
| 21 | (b) Any motion made pursuant to subsection (a) to approve a | ||||||
| 22 | legislative measure for consideration must be in writing. Upon | ||||||
| 23 | receipt of the written motion, the Clerk shall immediately | ||||||
| 24 | notify the Speaker and the Minority Leader. The motion shall | ||||||

| 1 | not be referred to a committee. The motion must be carried on | ||||||
| 2 | the calendar before it may be taken up by the House and may | ||||||
| 3 | then be immediately considered and adopted by the House. The | ||||||
| 4 | motion is renewable and may be reconsidered, provided that once | ||||||
| 5 | that motion is adopted, it shall not be reconsidered. | ||||||
| 6 | (c) Notwithstanding any other provision of these House | ||||||
| 7 | Rules, any resolution proposing to amend or delete this Rule | ||||||
| 8 | requires the affirmative vote of 71 members elected for | ||||||
| 9 | adoption by the House. This Rule may not be suspended except by | ||||||
| 10 | unanimous consent.
