2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Illinois State Police | ||||||
4 | Master Sergeant Jacqueline Cepeda on the occasion of being | ||||||
5 | named president of the Hispanic Illinois State Law Enforcement | ||||||
6 | Association (HISLEA); and
| ||||||
7 | WHEREAS, Master Sergeant Cepeda was born to Miguel and | ||||||
8 | Irma Del Villar in Chicago in 1986; she grew up in the Little | ||||||
9 | Village community on the Southwest Side of Chicago, where she | ||||||
10 | attended Eli Whitney Elementary School; she transferred to | ||||||
11 | William B. Ogden Elementary School before attending and | ||||||
12 | graduating from Walter Payton College Preparatory High School, | ||||||
13 | relocating to the Scottsdale neighborhood; she earned her | ||||||
14 | Bachelor of Science in Criminal Justice from Loyola University | ||||||
15 | Chicago in 2009, during which she worked at Central States | ||||||
16 | SER, a non-profit organization in Little Village; she | ||||||
17 | graduated from the Illinois State Police Academy in 2011; and

18 | WHEREAS, Master Sergeant Cepeda began her career with the | ||||||
19 | Illinois State Police as a patrol trooper of the south sector | ||||||
20 | of District Chicago on a midnight shift; she worked in the | ||||||
21 | District Chicago Staff Office in 2013 and the Region I Staff | ||||||
22 | Office in 2016; she was promoted to sergeant in 2018 and then | ||||||
23 | worked as a department spokesperson in the Illinois State |

1 | Police's Public Information Office before being assigned as | ||||||
2 | chief of staff to Division of Patrol's Deputy Director's | ||||||
3 | Office in 2020; she was promoted to master sergeant in May | ||||||
4 | 2021; and

5 | WHEREAS, Master Sergeant Cepeda has proudly served on the | ||||||
6 | executive board of the Hispanic Illinois State Law Enforcement | ||||||
7 | Association since 2016; she was elected and sworn in as | ||||||
8 | HISLEA's newest president in 2022, becoming the first female | ||||||
9 | president of HISLEA in its 35 years of existence; and

10 | WHEREAS, Master Sergeant Cepeda has expressed her | ||||||
11 | commitment to making every effort towards ensuring that all | ||||||
12 | sworn officers employed by law enforcement agencies within the | ||||||
13 | State of Illinois are provided equal opportunities as well as | ||||||
14 | working to help members of our Latino communities through acts | ||||||
15 | of service, including the awarding of scholarships for higher | ||||||
16 | education; and

17 | WHEREAS, Master Sergeant Cepeda is married to Sergeant | ||||||
18 | Fernando Cepeda Jr. of the Illinois State Police, and they | ||||||
19 | welcomed their son, Fernando Cepeda III, in 2021; therefore, | ||||||
20 | be it

21 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
22 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
