HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Charles
4Lee Wallace Sr. of Decatur, who passed away on September 21,
52021; and
6 WHEREAS, Charles Wallace was born to Wellington Sr. and
7Ruby Wallace in Decatur on August 18, 1936; he served in the
8U.S. Marine Corps, joining in May 1954, where he received his
9general education diploma; he married Roberta Colleen Allen in
10Decatur on January 19, 1980; and
11 WHEREAS, Charles Wallace retired from Wagner's
12Castings/Intermet after 30 years; he continued doing custodial
13work at Central Christian Church for 13 years; he then worked
14for Baby Talk, where he drove the van for their many programs;
15lastly, he was a part of the maintenance team at McDonald's,
16where he worked until his passing; and
17 WHEREAS, Charles Wallace committed to his faith in the
181980s and began working in the ministry; he was ordained and
19became a pastor with the Church of the Living God CWFF in
20Springfield in August 1993; he served in many ministry
21leadership positions over the next 20 years; he attended GT
22Church, where he enjoyed cooking breakfast, and Riverside

1Baptist Church for the remainder of his life; and
2 WHEREAS, Charles Wallace served as president of the
3Shelbyville Horseshoe Club; he loved pitching horseshoes and
4won many awards; he belonged to Golden K Kiwanis, where he
5received many awards and served as the first Black president
6of the organization; he bought his own customized Santa suit
7and loved playing Santa for years; he repaired and rebuilt
8bikes to give to children; he enjoyed watching WWE with his son
9and grandchildren, watching cowboy movies, and fishing and
10giving away whatever he caught; he loved his wife and loved
11spending time with his children and grandchildren; and
12 WHEREAS, Charles Wallace was preceded in death by his
13daughter, Lacie Marie Wallace; his parents; an infant sibling;
14his sister-in-law, Elsie Wallace; and his son-in-law, James
15Walker Sr.; and
16 WHEREAS, Charles Wallace is survived by his wife of 41
17years, Roberta "Robin" Wallace; his children, Victoria Walker,
18Gail (Don) Plunkett, Brenda (Steve) Fox, Charles (Theresa)
19Wallace Jr., Karen (Greg) Mond, Gregory Turner, Marty Turner,
20Charles (Jill) Mitchell, Christine Phillips, Jacob (Jennifer)
21Wallace, and Kirbie (Jimmie) Wallace; his 45 grandchildren;
22his many great-grandchildren; his brother, Wellington Wallace
23Jr.; his former spouse, Doris Wallace; his bonus son, Joe Ray;

1his special buddy, Terry Bowers; and a host of other family and
2friends; therefore, be it
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we mourn the passing of Charles Lee Wallace Sr. and extend our
6sincere condolences to his family, friends, and all who knew
7and loved him; and be it further
8 RESOLVED, That a suitable copy of this resolution be
9presented to the family of Charles Wallace as an expression of
10our deepest sympathy.
