HOUSE RESOLUTION
2 WHEREAS, The concept of neurodiversity is a way of looking
3at Autism, ADD/ADHD, Dyslexia, Dyspraxia, and other human
4neurocognitive variations as normal differences in individual
5brain function and behavioral traits; and
6 WHEREAS, Neurodiversity acknowledges this natural
7phenomenon within the human population, uncovers the strengths
8of neurodivergent individuals, and utilizes their talents to
9increase innovation and productivity of society as a whole;
10and
11 WHEREAS, When neurodivergent people are understood,
12valued, and empowered, we all stand to benefit from their
13important and unique contributions; and
14 WHEREAS, Neurodivergent people are increasingly involved
15in postsecondary education but face serious barriers and
16challenges on college campuses, not only related to
17disability, functional differences, and accommodation needs
18but also from stigma and prejudice toward neurodivergent
19people; and
20 WHEREAS, Recognition of the neurodiverse among Illinois'
21students, faculty, staff, trustees, and administrative teams

1at institutions of higher education enhances the learning
2experience for our students and creates a more inclusive
3educational environment, providing public benefits for our
4communities; and
5 WHEREAS, Illinois' institutions of higher education should
6strive to improve support and accommodations for
7neurodivergent students to help them achieve their personal
8employment and career goals; and
9 WHEREAS, The Illinois Community College Trustees
10Association (ICCTA) was among the first of the higher
11education entities in the United States to adopt a
12Neurodiversity Inclusion Statement; therefore, be it
13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we encourage Illinois' institutions of higher education to
16embrace the neurodiversity paradigm and adopt a statement of
17inclusivity of neurodivergent individuals that appreciates and
18embraces the fact that every student is different and should
19be encouraged to reach their full potential; and be it further
20 RESOLVED, That a suitable copy of this resolution be
21presented to the Illinois Community College Trustees
22Association (ICCTA) in recognition of its leadership in
