| 2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 3 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 4 | the Rules of the House of Representatives of the 101st General | ||||||
| 5 | Assembly are amended by by adding Rule 18.5 as follows:

| 6 | (House Rule 18.5 new)
| ||||||
| 7 | 18.5. Bipartisan Bills. Notwithstanding any other | ||||||
| 8 | provision of these Rules, any bill pending before the Rules | ||||||
| 9 | Committee shall be immediately discharged and referred to a | ||||||
| 10 | standing committee or special committee, as provided in Rule | ||||||
| 11 | 18, if the Principal Sponsor of the bill notifies the Clerk in | ||||||
| 12 | writing that the bill has, in addition to the Principal | ||||||
| 13 | Sponsor, 5 or more chief co-sponsors or co-sponsors from the | ||||||
| 14 | majority caucus and 5 or more chief co-sponsors or co-sponsors | ||||||
| 15 | from the minority caucus. The written notice shall specify the | ||||||
| 16 | standing committee or special committee to which the bill shall | ||||||
| 17 | be referred. Such a bill must be heard before the standing | ||||||
| 18 | committee or special committee to which it is referred under | ||||||
| 19 | this Rule, and must be called for a vote in that standing | ||||||
| 20 | committee or special committee.
