| ||||||
2 | WHEREAS, The safety of farm and agricultural workers is of | ||||||
3 | utmost importance to the government of this State; and
| ||||||
4 | WHEREAS, It takes only seconds to be completely engulfed | ||||||
5 | in flowing grain or overcome by an oxygen-deficient | ||||||
6 | atmosphere; and
| ||||||
7 | WHEREAS, Grain production, handling, and transportation is | ||||||
8 | a significant industry in the United States; and
| ||||||
9 | WHEREAS, Due to increased training and more public | ||||||
10 | awareness, deaths from grain bin entrapments declined until | ||||||
11 | 2014; that year saw 38 documented entrapments nationally, | ||||||
12 | resulting in 17 deaths; and
| ||||||
13 | WHEREAS, In 2018, there were 61 documented cases, an | ||||||
14 | increase of 13% over the 54 cases reported in 2017; of these | ||||||
15 | cases, there were 30 documented grain entrapment cases; 50% of | ||||||
16 | the 30 cases ended in a fatality; and

17 | WHEREAS, Grain Bin Safety Week is an annual observance | ||||||
18 | that occurs the third full week of February to promote grain | ||||||
19 | bin safety on farms and commercial grain-handling facilities; | ||||||

1 | WHEREAS, Grain operators, farmers, and employees are | ||||||
2 | encouraged to help reduce the number of preventable injuries | ||||||
3 | and deaths associated with grain handling and storage through | ||||||
4 | education and awareness of hazards and safe work practices; | ||||||
5 | and
| ||||||
6 | WHEREAS, Grain Bin Safety Week is a collaborative effort | ||||||
7 | by industry leaders and agricultural professionals working | ||||||
8 | together; and
| ||||||
9 | WHEREAS, Through education and awareness of hazards and | ||||||
10 | safe work practices and procedures, the State of Illinois | ||||||
11 | hopes to reduce the number of preventable injuries and deaths | ||||||
12 | associated with grain handling and storage; therefore, be it
| ||||||
13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
14 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
15 | we declare February 20 to February 26, 2022 as Grain Bin Safety | ||||||
16 | Week in the State of Illinois; and be it further
