2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate JoAnn Johnson on becoming | ||||||
4 | the first African American woman to reach the rank of Colonel | ||||||
5 | with the Illinois State Police; and
| ||||||
6 | WHEREAS, Colonel Johnson was promoted to the rank of | ||||||
7 | Colonel on November 1, 2016; she presently works at Illinois | ||||||
8 | State Police (ISP) headquarters in downtown Springfield and is | ||||||
9 | in charge of the Division of Internal Investigations; she has | ||||||
10 | been with the ISP for 27 years; and
| ||||||
11 | WHEREAS, Colonel Johnson started on the midnight shift in | ||||||
12 | Elgin as a patrol officer; she worked in criminal | ||||||
13 | investigations and also served as an undercover narcotics | ||||||
14 | officer in a joint-jurisdictional drug task force in the early | ||||||
15 | 1990s; in 2010, she moved to Springfield to teach at the | ||||||
16 | Illinois State Police Academy; three years later, she was | ||||||
17 | promoted to Lieutenant Colonel and moved to the Internal | ||||||
18 | Investigation Division; and

19 | WHEREAS, Colonel Johnson attended Southern Illinois | ||||||
20 | University Carbondale; she was the only African American woman | ||||||
21 | in her ISP academy class; and

1 | WHEREAS, Colonel Johnson married Richard Johnson in 2013; | ||||||
2 | together they have two daughters, ages 9 and 11; therefore, be | ||||||

4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
5 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
6 | congratulate JoAnn Johnson on becoming the first African | ||||||
7 | American woman to reach the rank of Colonel with the Illinois | ||||||
8 | State Police; and be it further

9 | RESOLVED, That a suitable copy of this resolution be | ||||||
10 | presented to Colonel Johnson as an expression of our esteem and | ||||||
11 | respect.
