Bill Title: Extends the reporting deadline for the task force to study local government development standards and processes concerning watersheds, wetlands, floodplains, floodways, and all other natural areas from January 1, 2010 to January 1, 2012. Adds that the task force must study local government solicitation of and adherence to recommendations and findings of county, state, and federal agencies that regulate land, water, forest, or any other natural resource.

1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, During the 96th General Assembly, House | ||||||
3 | Resolution 163 created a task force to study local government | ||||||
4 | development standards and processes and their effect on | ||||||
5 | watersheds, wetlands, and floodplains; and
| ||||||
6 | WHEREAS, The task force must also study the effect of local | ||||||
7 | government development standards and processes on floodways | ||||||
8 | and all other natural areas, especially those areas with | ||||||
9 | water-related issues; and
| ||||||
10 | WHEREAS, The goal of the task force is to improve | ||||||
11 | management practices concerning local government development | ||||||
12 | standards, with a focus on all of the following:

13 | (1) local government development practices and the | ||||||
14 | short-term and long-term impact on natural areas, other | ||||||
15 | affected or potentially affected lands, and subsequent | ||||||
16 | property owners; | ||||||
17 | (2) effects and impacts of mass grading, compensatory | ||||||
18 | storage, drainage, runoff, bank stabilization, diversion | ||||||
19 | of flood waters, development practices on pervious | ||||||
20 | surfaces, deforestation, and elimination of prairie and | ||||||
21 | wetlands; | ||||||
22 | (3) local government zoning authority practices and | ||||||
23 | their impact on private developers; |

3 | agencies that regulate land, water, forest, or any other | ||||||

5 | WHEREAS, The task force was required to report its findings | ||||||
6 | and recommendations to the General Assembly on or before | ||||||
7 | January 1, 2010; and
| ||||||
8 | WHEREAS, The task force needs additional time to complete | ||||||
9 | its work; therefore, be it
| ||||||
10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
11 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
12 | the task force created by House Resolution 163 of the 96th | ||||||
13 | General Assembly shall report its finding and recommendations | ||||||
14 | to the General Assembly on or before January 1, 2012; and be it | ||||||
15 | further

16 | RESOLVED, That with this reporting extension, the task | ||||||
17 | force shall operate pursuant to this resolution and House | ||||||
18 | Resolution 163 of the 96th General Assembly.
