2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn
of the death of Officer | ||||||
4 | Francis Scot Fitzgerald who passed away on March 5, 2016, at | ||||||
5 | the age of
32; and
| ||||||
6 | WHEREAS, Officer Fitzgerald was born in Springfield on | ||||||
7 | November 29, 1983; he was
the son of Clarence Francis and Becky | ||||||
8 | Fitzgerald, and brother of Cody Fitzgerald; and
| ||||||
9 | WHEREAS, Officer Fitzgerald married Danielle Lee Suttles | ||||||
10 | of Murrayville on May 27, 2006 and
they had two children, | ||||||
11 | Colton Francis and Fynlee Elizabeth; and
| ||||||
12 | WHEREAS, Officer Fitzgerald was a member of the Murrayville | ||||||
13 | United Methodist Church; he devoted his life to public service | ||||||
14 | as an officer with the South Jacksonville Police Department, | ||||||
15 | past
Scott County Sheriff's Deputy, with the Winchester and | ||||||
16 | Bluffs police offices, and as an EMT for the
| ||||||
17 | Murrayville-Woodson EAS and Winchester EMS; and
| ||||||
18 | WHEREAS, Officer Fitzgerald served as a volunteer | ||||||
19 | firefighter for the Murrayville Fire District,
a member of the | ||||||
20 | Morgan County 911 Board, and had been recently selected as a | ||||||
21 | member of the
Special Response Team in Morgan County; and

1 | WHEREAS, Officer Fitzgerald loved being a police officer, | ||||||
2 | firefighter, and EMT, but above all else,
he was a loving | ||||||
3 | husband, father, son, and brother; and
| ||||||
4 | WHEREAS, Officer Fitzgerald was said to be not only a | ||||||
5 | friend, but an "awesome family man", and
someone who was | ||||||
6 | willing to do anything for anybody and could be counted on in | ||||||
7 | any situation; and
| ||||||
8 | WHEREAS, Officer Fitzgerald saved a woman's life when she | ||||||
9 | was mauled by a dog because he knew
the right medical | ||||||
10 | procedures, and he professionally performed his sworn duty to | ||||||
11 | protect and serve; and
| ||||||
12 | WHEREAS, The community mourns the loss of a close friend, | ||||||
13 | family member, and
community hero; and
| ||||||
14 | WHEREAS, Officer Fitzgerald was preceded in death by his | ||||||
15 | two
grandfathers, Clarence Fitzgerald, Jr. and Clark Hye | ||||||
16 | Leesman; and
| ||||||
17 | WHEREAS, Officer Fitzgerald is survived by his wife, | ||||||
18 | Danielle; his children, Colton Francis and Fynlee
Elizabeth; | ||||||
19 | his parents, Francis and Becky Fitzgerald; his brother, Cody | ||||||
20 | Fitzgerald; his grandparents, Mary
Lou Fitzgerald and |

1 | Elizabeth Ann Leesman; and his father and mother-in-law, | ||||||
2 | William and Darlene Suttles; therefore, be it

3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
4 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
| ||||||
5 | SENATE CONCURRING HEREIN,
that we designate the section of | ||||||
6 | Illinois Route 267 as it runs between Interstate 72 and | ||||||
7 | Nortonville Road as the "Officer Scot Fitzgerald Memorial | ||||||
8 | Highway"; and be it further
| ||||||
9 | RESOLVED, That the Illinois Department of Transportation | ||||||
10 | is requested to erect at suitable locations, consistent with | ||||||
11 | State and federal regulations, appropriate plaques or signs | ||||||
12 | giving notice of the name "Officer Scot Fitzgerald Memorial | ||||||
13 | Highway"; and be it further
| ||||||
14 | RESOLVED, That suitable copies of this resolution be | ||||||
15 | presented to the family of Officer Fitzgerald, Secretary of the | ||||||
16 | Department of Transportation Randall S. Blankenhorn, South | ||||||
17 | Jacksonville Mayor Steven L. Waltrip, and the South | ||||||
18 | Jacksonville Police Department.
