Bill Title: Amends the Department of Innovation and Technology Act. Makes changes to the composition of the Task Force. Provides that the Task Force shall include 2 members (rather than one) appointed by the Speaker of the House of Representatives, one of whom shall serve as a co-chairperson.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Department of Innovation and Technology Act | |||||||||||||||||||
5 | is amended by changing Section 1-80 as follows:

6 | (20 ILCS 1370/1-80) | |||||||||||||||||||
7 | Sec. 1-80. Generative AI and Natural Language Processing | |||||||||||||||||||
8 | Task Force. | |||||||||||||||||||
9 | (a) As used in this Section, "Task Force" means the | |||||||||||||||||||
10 | Generative AI and Natural Language Processing Task Force | |||||||||||||||||||
11 | established by this Section. | |||||||||||||||||||
12 | (b) The Department shall establish the Generative AI and | |||||||||||||||||||
13 | Natural Language Processing Task Force. The Task Force shall | |||||||||||||||||||
14 | investigate and provide a report on generative artificial | |||||||||||||||||||
15 | intelligence software and natural language processing | |||||||||||||||||||
16 | software. | |||||||||||||||||||
17 | (c) The Task Force shall be composed of all of the | |||||||||||||||||||
18 | following members: | |||||||||||||||||||
19 | (1) Two members One member appointed by the Speaker of | |||||||||||||||||||
20 | the House of Representatives, one of whom who shall serve | |||||||||||||||||||
21 | as a co-chairperson. | |||||||||||||||||||
22 | (2) One member appointed by the Minority Leader of the | |||||||||||||||||||
23 | House of Representatives. |

2 | Senate, who shall serve as a co-chairperson. | ||||||
3 | (4) One member appointed by the Minority Leader of the | ||||||
4 | Senate. | ||||||
5 | (5) The Secretary of the Department of Innovation and | ||||||
6 | Technology or his or her designee. | ||||||
7 | (6) The State Superintendent of Education or his or | ||||||
8 | her designee. | ||||||
9 | (7) The Executive Director of the Illinois Community | ||||||
10 | College Board or his or her designee. | ||||||
11 | (8) The Executive Director of the Board of Higher | ||||||
12 | Education or his or her designee. | ||||||
13 | (9) Two teachers recommended by a statewide | ||||||
14 | association representing teachers, appointed by the | ||||||
15 | Governor. | ||||||
16 | (10) Two principals recommended by a statewide | ||||||
17 | principals association, appointed by the Governor. | ||||||
18 | (11) Two experts on cybersecurity, appointed by the | ||||||
19 | Governor. | ||||||
20 | (12) Two experts on artificial intelligence, appointed | ||||||
21 | by the Governor. | ||||||
22 | (13) Two members of statewide business associations, | ||||||
23 | appointed by the Governor. | ||||||
24 | (14) The Statewide Chief Information Security Officer | ||||||
25 | or his or her designee. | ||||||
26 | (15) Two members of statewide labor associations, |

1 | appointed by the Governor. | ||||||
2 | (16) The Attorney General or his or her designee. | ||||||
3 | (d) The Task Force shall hold at least 5 public meetings in | ||||||
4 | a hybrid format, with both virtual and in-person options to | ||||||
5 | attend. Of those required 5 meetings, one shall be held in each | ||||||
6 | of the following locations: | ||||||
7 | (1) Chicago; | ||||||
8 | (2) Springfield; | ||||||
9 | (3) the Metro East region; | ||||||
10 | (4) the Quad Cities region; and | ||||||
11 | (5) Southern Illinois. | ||||||
12 | (e) The responsibilities of the Task Force shall include | ||||||
13 | all of the following: | ||||||
14 | (1) recommending legislation or regulations to protect | ||||||
15 | consumer information as it relates to generative | ||||||
16 | artificial intelligence; | ||||||
17 | (2) recommending model policies for schools to address | ||||||
18 | the use of generative artificial intelligence by students | ||||||
19 | in the classroom; | ||||||
20 | (3) assessing the use of generative artificial | ||||||
21 | intelligence to improve delivery of public services; | ||||||
22 | (4) (5) protecting civil rights and civil liberties of | ||||||
23 | individuals and consumers as it relates to generative | ||||||
24 | artificial intelligence; | ||||||
25 | (5) (6) assessing the use of generative artificial | ||||||
26 | intelligence in the workforce and how this could affect |
