Bill Title: Amends the Energy Efficient Building Act. Requires the Board to adopt rules requiring all buildings to be designed and constructed to provide natural gas service and electric power. Species that a unit of local government may not enact or enforce a resolution, ordinance, rule, code, or policy, or take any other action that restricts or prohibits or has the effect of restricting or prohibiting the type of fuel source or source of energy production that may be used, delivered, converted, or supplied by a natural gas utility. Limits home rule powers.
