Bill Title: Amends the Wildlife Code. Provides that it is unlawful for a person to take deer except antlerless deer and antlered deer with at least one antler having at least 4 antler points. Provides that the antler point restriction applies to all deer hunting zones, seasons, and permittees, except during the special 3-day, youth-only deer hunting season. Requires the Department of Natural Resources to adopt rules to implement and administer the antler point restriction. Defines "antler point". Makes other changes. Effective immediately.

1 | AN ACT concerning wildlife.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||||
4 | Section 5. The Wildlife Code is amended by changing Section | |||||||||||||||||||||
5 | 2.24 and by adding Section 3.41 as follows:

6 | (520 ILCS 5/2.24) (from Ch. 61, par. 2.24)
| |||||||||||||||||||||
7 | Sec. 2.24.
It shall be unlawful to take or possess deer in | |||||||||||||||||||||
8 | this State,
except in compliance with the provisions of | |||||||||||||||||||||
9 | Sections 2.25,
2.26, and 3.23 , and 3.41 and subsections (a), | |||||||||||||||||||||
10 | (g), (n), (r), (t), (w), and (y) of Section 2.33, and the | |||||||||||||||||||||
11 | administrative rules issued under the provisions of
those | |||||||||||||||||||||
12 | Sections. It is unlawful for any person to knowingly take
any | |||||||||||||||||||||
13 | all-white whitetail deer (Odocoileus virginianus) in this
| |||||||||||||||||||||
14 | State at any time.

17 | Sec. 3.41. Antler point restriction. | |||||||||||||||||||||
18 | (a) In this Section, "antler point" means an antler point | |||||||||||||||||||||
19 | or tine that is at least one inch long from base to tip, | |||||||||||||||||||||
20 | including a broken point or tine that is at least one inch | |||||||||||||||||||||
21 | long. "Antler point" includes the end of the main beam of an | |||||||||||||||||||||
22 | antler. |

8 | (d) The Department shall adopt rules to implement and | ||||||
9 | administer this Section.
