Bill Title: Amends the Electrologist Licensing Act. Provides that the Department of Financial and Professional Regulation may issue a license to an individual who failed to apply for licensure on or before February 22, 2006, but who otherwise meets the qualifications, provided that the individual submits a completed application for licensure as required within 90 days after the effective date of this amendatory Act of the 97th General Assembly. Effective immediately.

AMENDMENT TO HOUSE BILL 3881
2 AMENDMENT NO. ______. Amend House Bill 3881 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Environmental Protection Act is amended by
5adding Section 22.43a as follows:
6 (415 ILCS 5/22.43a new)
7 Sec. 22.43a. Establishment and expansion of landfills; ban
8in counties with more than 2,000,000 inhabitants.
9 (a) Notwithstanding any other provision of law, no person
10shall establish, nor shall the Agency issue a permit for the
11establishment of, a new municipal solid waste landfill unit or
12a new sanitary landfill in a county of more than 2,000,000
13inhabitants on or after the effective date of this amendatory
14Act of the 97th General Assembly.
15 (b) Notwithstanding any other provision of law, no person
16shall laterally expand, nor shall the Agency issue a permit for

1the lateral expansion of, a municipal solid waste landfill unit
2or the expansion of a sanitary landfill in a county of more
3than 2,000,000 inhabitants on or after the effective date of
4this amendatory Act of the 97th General Assembly.
5 Section 99. Effective date. This Act takes effect upon
6becoming law.".
