Bill Title: Creates the State-Funded Healthcare Programs Overview Committee Act. Creates the State-Funded Healthcare Programs Overview Committee to periodically inquire into and review the actions of the Department of Healthcare and Family Services to evaluate the success with which the Department is accomplishing its statutory duties and functions. Provides that the Committee shall be composed of members from both houses of the General Assembly, including: (i) the chairperson and minority spokesperson of the House Appropriations Human Services Committee; (ii) the chairperson and minority spokesperson of the Senate Appropriations 1 Committee; (iii) the chairperson and minority spokesperson of the House Human Services Committee; and (iv) the chairperson and minority spokesperson of the Senate Human Services Committee. Provides that on or after January 1, 2016, the President of the Senate shall appoint the Committee Chairperson from among the members of the Committee, and the Speaker of the House of Representatives shall appoint the Committee Vice-Chairperson from among the members of the Committee. Provides that the Committee Chairperson, the Committee Vice-Chairperson, and the Committee members shall serve two-year terms and shall serve until their respective terms expire or until termination of their legislative service, whichever first occurs. Requires the Department of Healthcare and Family Services to cooperate with the Committee and its authorized personnel to ensure that the duties of the Committee are timely and efficiently discharged. Contains provisions concerning membership vacancies and reporting requirements.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 1. Title. This Act shall be known as the | ||||||||||||||||||||||||
5 | State-Funded Healthcare Programs Overview Committee Act.

6 | Section 5. State-Funded Healthcare Programs Overview | ||||||||||||||||||||||||
7 | Committee. The State-Funded Healthcare Programs Overview | ||||||||||||||||||||||||
8 | Committee is created to periodically inquire into and review | ||||||||||||||||||||||||
9 | the actions of the Department of Healthcare and Family Services | ||||||||||||||||||||||||
10 | to evaluate the success with which the Department is | ||||||||||||||||||||||||
11 | accomplishing its statutory duties and functions.

12 | Section 10. Committee membership. The Committee shall be | ||||||||||||||||||||||||
13 | composed of the following individuals: | ||||||||||||||||||||||||
14 | (1) The chairperson and minority spokesperson of the | ||||||||||||||||||||||||
15 | House Appropriations Human Services Committee or their | ||||||||||||||||||||||||
16 | designees. | ||||||||||||||||||||||||
17 | (2) The chairperson and minority spokesperson of the | ||||||||||||||||||||||||
18 | House Human Services Committee or their designees. | ||||||||||||||||||||||||
19 | (3) The chairperson and minority spokesperson of the | ||||||||||||||||||||||||
20 | House Revenue and Finance Committee or their designees. | ||||||||||||||||||||||||
21 | (4) The chairperson and minority spokesperson of the | ||||||||||||||||||||||||
22 | Senate Appropriations 1 Committee or their designees. |

3 | (6) The chairperson and minority spokesperson of the | ||||||
4 | Senate Revenue Committee or their designees. | ||||||
5 | The members of the Committee shall serve two-year terms. | ||||||
6 | Members shall serve until their respective terms expire or | ||||||
7 | until termination of their legislative service, whichever | ||||||
8 | first occurs.

9 | Section 15. Committee Chairperson and Vice-Chairperson | ||||||
10 | appointments. | ||||||
11 | (a) On or after January 1, 2016, the President of the | ||||||
12 | Senate shall appoint the Committee Chairperson from among the | ||||||
13 | members of the Committee, and the Speaker of the House of | ||||||
14 | Representatives shall appoint the Committee Vice-Chairperson | ||||||
15 | from among the members of the Committee. | ||||||
16 | (b) The Chairperson and Vice-Chairperson shall serve | ||||||
17 | two-year terms, and shall serve until their respective terms | ||||||
18 | expire or until termination of their legislative service, | ||||||
19 | whichever first occurs.

20 | Section 20. Vacancies. Any vacancy occurring in the | ||||||
21 | membership of the Committee or in the office of Chairperson or | ||||||
22 | Vice-Chairperson other than by expiration of term shall be | ||||||
23 | filled in the same manner as the original appointment, but for | ||||||
24 | the unexpired term only.

1 | Section 25. Agency cooperation. The Department of | ||||||
2 | Healthcare and Family Services shall cooperate with the | ||||||
3 | Committee and its authorized personnel to ensure that the | ||||||
4 | duties of the Committee, as set forth in Section 5 of this Act, | ||||||
5 | are timely and efficiently discharged.

6 | Section 30. Committee reports. The Committee shall, on or | ||||||
7 | before the first day of January of each year, and at such other | ||||||
8 | times as it deems necessary, submit to the Senate and the House | ||||||
9 | of Representatives a report of its findings and recommendations | ||||||
10 | based upon its review of the statutory duties and functions of | ||||||
11 | the Department of Healthcare and Family Services as set forth | ||||||
12 | in Section 5 of this Act.

13 | Section 35. Compensation. Committee members shall serve | ||||||
14 | without compensation; however they shall be reimbursed for | ||||||
15 | reasonable and necessary travel expenses incurred in the | ||||||
16 | performance of their duties as members of the Committee.
