Bill Title: Amends the Medical Patient Rights Act. Provides that a health care professional or health care provider shall not contact a collection agency to collect unpaid debt when a patient has a late payment or nonpayment of a medical bill for COVID-19 testing, nor shall the health care professional or health care provider report the late payment or nonpayment to a credit reporting agency. Effective immediately.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Medical Patient Rights Act is amended by
5adding Section 8 as follows:
6 (410 ILCS 50/8 new)
7 Sec. 8. COVID-19 testing; debt.
8 (a) In this Section, "health care professional" means a
9physician, physician assistant, nurse practitioner, a
10registered professional nurse, advanced practice registered
11nurse, emergency medical technician, or other individual
12appropriately licensed or registered to provide health care
13services.
14 (b) A health care professional or health care provider
15shall not contact a collection agency to collect unpaid debt
16when a patient has a late payment or nonpayment of a medical
17bill for COVID-19 testing, nor shall the health care
18professional or health care provider report the late payment
19or nonpayment to a credit reporting agency.
20 Section 99. Effective date. This Act takes effect upon
21becoming law.
