Bill Title: Creates the Gubernatorial Employee Salary Cap Act. Provides that no Governor's Office employee may receive an aggregate salary increase in any State fiscal year that exceeds the lesser of (i) 3% or (ii) the percentage increase in the Consumer Price Index for the calendar year immediately preceding the calendar year in which the first day of that State fiscal year occurs. Defines a Governor's Office employee as (i) any person who is employed in the Office of the Governor or the Governor's Office of Management and Budget in a position that is not subject to any of the jurisdictions of the Illinois Personnel Code or (ii) any official or employee of an executive branch State agency working under the direction and control of the Governor in a position for which he or she was appointed by the Governor with the advice and consent of the Senate. Provides that, if an executive branch employee under the direction and control of the Governor is promoted to an existing position or a newly created position as a Governor's Office employee, then for the duration of the State fiscal year, the employee may not receive an aggregate salary increase over the employee's salary on the last business day immediately preceding the effective date of the promotion that exceeds the lesser of (i) 3% or (ii) the percentage increase in the Consumer Price Index for the calendar year immediately preceding the calendar year in which the first day of that State fiscal year occurs. Provides that the limitations on salary increases apply only during a period of budget emergency. Provides that the Act does not apply to any salary increases granted (i) before the effective date of the Act or (ii) during any period of a State fiscal year when a budget emergency is not in effect. Effective immediately.

AMENDMENT TO HOUSE BILL 3611
2 AMENDMENT NO. ______. Amend House Bill 3611, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
5 "Section 5. Return of real property. Upon the payment of
6the sum of $10 to the State of Illinois, and subject to the
7conditions set forth in Sections 10, 15, and 20 of this Act,
8the Director of Natural Resources is authorized to return the
9land referred to as the Wildlife Prairie State Park including
10that real property that was initially conveyed to the State of
11Illinois from the Forest Park Foundation by a corporate special
12warranty deed executed September 5, 2000 and by a warranty deed
13executed on September 4, 2001, by conveying by quitclaim deed
14all right, title, and interest in and to the following
15described land in Peoria County, Illinois (referred to
16hereafter as "Wildlife Prairie State Park") to the Forest Park
17Foundation, a not-for-profit Illinois corporation (referred to

9Park Foundation. Any conveyance made pursuant to Section 5 of
10this Act shall include the conveyance and transfer to the
11Forest Park Foundation of all right, title, and interest in the

13animals, furniture, fixtures, and any and all State of Illinois
14owned personal property utilized in the operation and
15management of Wildlife Prairie State Park.
16 Section 15. Agreement. Prior to the return by conveyance of
17any real property to the Forest Park Foundation, the Director
18of Natural Resources shall enter into an agreement with the
19Forest Park Foundation and with the Friends of Wildlife Prairie
20State Park, a not-for-profit Illinois corporation, the
21intended subsequent owner or operator of the property to be
22returned to the Forest Park Foundation, that includes, but is
23not limited to, provisions that serve the following purposes:
24 (1) ensuring that the property returned to the Forest

1 Park Foundation shall in perpetuity be used for
2 educational, conservation, scientific, Illinois historic
3 preservation, and public park purposes, and the promotion
4 of natural resources, including the propagation of wild

6 (2) providing, that lodging, resort, recreational
7 facilities, and other commercial purposes, shall be
8 allowable if, and only if, consistent and in furtherance of
9 the public purpose uses described in item 1 of this
10 Section; and
11 (3) requires the Forest Park Foundation to transfer
12 Wildlife Prairie State Park and all personal property
13 transferred pursuant to Section 10 of this Act to Friends
14 of Wildlife Prairie State Park.
15 Section 20. Recording. The Director of Natural Resources
16shall obtain a certified copy of the portion of this Act
17containing the title, enacting clause, the effective date, and
18Section 5 which contains the land description of the property
19to be transferred or otherwise affected under this Act within
2069 days after the execution of the agreement specified in
21Section 15 and, upon receipt of payment required by the Section
225, shall record the certified document in the recorder's office
23in the county in which the land is located.
24 Section 25. Return of real property. Upon the payment of

1 Section 30. Recording. The Director of Natural Resources
2shall obtain a certified copy of the portion of this Act
3containing the title, enacting clause, the effective date, and
4Section 25 which contains the land description of the property
5to be transferred or otherwise affected under this Act within
669 days after the effective date and, upon receipt of payment
7required by the Section 25, shall record the certified document
8in the recorder's office in the county in which the land is
9located.
10 Section 99. Effective date. This Act takes effect upon
11becoming law.".
