1 AN ACT concerning public aid.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Public Aid Code is amended by
5changing Section 12-8 as follows:
6 (305 ILCS 5/12-8) (from Ch. 23, par. 12-8)
7 Sec. 12-8. Public Assistance Emergency Revolving Fund -
8Uses. The Public Assistance Emergency Revolving Fund,
9established by Act approved July 8, 1955 shall be held by the
10Illinois Department and shall be used for the following
11purposes:
12 1. To provide immediate financial aid to applicants in
13 acute need who have been determined eligible for aid under
14 Articles III, IV, or V.
15 2. To provide emergency aid to recipients under said
16 Articles who have failed to receive their grants because
17 of mail box or other thefts, or who are victims of a
18 burnout, eviction, or other circumstances causing
19 privation, in which cases the delays incident to the
20 issuance of grants from appropriations would cause
21 hardship and suffering.
22 3. To provide emergency aid for transportation, meals
23 and lodging to applicants who are referred to cities other

1 than where they reside for physical examinations to
2 establish blindness or disability, or to determine the
3 incapacity of the parent of a dependent child.
4 4. To provide emergency transportation expense
5 allowances to recipients engaged in vocational training
6 and rehabilitation projects.
7 5. To assist public aid applicants in obtaining copies
8 of birth certificates, death certificates, marriage
9 licenses or other similar legal documents which may
10 facilitate the verification of eligibility for public aid
11 under this Code.
12 6. To provide immediate payments to current or former
13 recipients of child support enforcement services, or
14 refunds to responsible relatives, for child support made
15 to the Illinois Department under Title IV-D of the Social
16 Security Act when such recipients of services or
17 responsible relatives are legally entitled to all or part
18 of such child support payments under applicable State or
19 federal law.
20 7. To provide payments to individuals or providers of
21 transportation to and from medical care for the benefit of
22 recipients under Articles III, IV, V, and VI.
23 8. To provide immediate payment of fees, as follows:
24 (A) To sheriffs and other public officials
25 authorized by law to serve process in judicial and
26 administrative child support actions in the State of

1 Illinois and other states.
2 (B) To county clerks, recorders of deeds, and
3 other public officials and keepers of real property
4 records in order to perfect and release real property
5 liens.
6 (C) To State and local officials in connection
7 with the processing of Qualified Illinois Domestic
8 Relations Orders.
9 (D) To the State Registrar of Vital Records, local
10 registrars of vital records, or other public officials
11 and keepers of voluntary acknowledgement of paternity
12 forms.
13 Disbursements from the Public Assistance Emergency
14Revolving Fund shall be made by the Illinois Department.
15 Expenditures from the Public Assistance Emergency
16Revolving Fund shall be for purposes which are properly
17chargeable to appropriations made to the Illinois Department,
18or, in the case of payments under subparagraphs 6 and 8, to the
19Child Support Enforcement Trust Fund or the Child Support
20Administrative Fund, except that no expenditure, other than
21payment of the fees provided for under subparagraph 8 of this
22Section, shall be made for purposes which are properly
23chargeable to appropriations for the following objects:
24personal services; extra help; state contributions to
25retirement system; state contributions to Social Security;
26state contributions for employee group insurance; contractual

1services; travel; commodities; printing; equipment; electronic
2data processing; operation of auto equipment;
3telecommunications services; library books; and refunds. The
4Illinois Department shall reimburse the Public Assistance
5Emergency Revolving Fund by warrants drawn by the State
6Comptroller on the appropriation or appropriations which are
7so chargeable, or, in the case of payments under subparagraphs
86 and 8, by warrants drawn on the Child Support Enforcement
9Trust Fund or the Child Support Administrative Fund, payable
10to the Revolving Fund.
