Bill Title: Creates the Human Trafficking Task Force Act. Provides requirements regarding the composition and duties of the task force. Provides that the task force shall provide a report containing specified information to the General Assembly and Governor no later than June 30, 2016. Abolishes the task force and repeals the Act on July 1, 2016. Effective immediately.

1 AN ACT concerning human trafficking.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the Human
5Trafficking Task Force Act.
6 Section 5. Human Trafficking Task Force created. There is
7created the Human Trafficking Task Force to address the growing
8problem of human trafficking across this State. The Human
9Trafficking Task Force shall consist of the following persons:
10 (1) three members of the House of Representatives,
11 appointed by the Speaker of the House of Representatives;
12 (2) three members of the House of Representatives,
13 appointed by the Minority Leader of the House of
14 Representatives;
15 (3) three members of the Senate, appointed by the
16 President of the Senate;
17 (4) three members of the Senate, appointed by the
18 Minority Leader of the Senate;
19 (5) one representative of the Chicago Regional Human
20 Trafficking Task Force, appointed by the Governor; and
21 (6) the Director of the Department of State Police, or
22 his or her designee.
23 Members of the Human Trafficking Task Force shall serve

1without compensation.
2 Section 10. Administrative support. The Department of
3Children and Family Services shall provide administrative and
4other support to the Human Trafficking Task Force.
5 Section 15. Duties of Human Trafficking Task Force. The
6Human Trafficking Task Force shall conduct a study on the human
7trafficking problem in this State and shall hold hearings in
8furtherance of:
9 (1) developing a State plan to address human
10 trafficking;
11 (2) implementing a system for the sharing of human
12 trafficking data between government agencies in a manner
13 that ensures that the privacy of victims of human
14 trafficking is protected and that data collection respects
15 the privacy of victims of human trafficking;
16 (3) establishing policies to enable State government
17 to work with nongovernmental organizations and other
18 elements of the private sector to prevent human trafficking
19 and provide assistance to victims of human trafficking who
20 are United States citizens or foreign nationals;
21 (4) evaluating various approaches used by state and
22 local governments to increase public awareness of human
23 trafficking, including trafficking of United States
24 citizens and foreign national victims;

1 (5) developing methods for protecting the rights of
2 victims of human trafficking, taking into account the need
3 to consider the human rights and special needs of women and
4 minors;
5 (6) evaluating the necessity of treating victims of
6 human trafficking as crime victims rather than criminals;
7 and
8 (7) developing methods for promoting the safety of
9 victims of human trafficking.
10 Section 20. Report. On or before June 30, 2017, the Human
11Trafficking Task Force shall report its findings and
12recommendations to the General Assembly, by filing copies of
13its report as provided in Section 3.1 of the General Assembly
14Organization Act, and to the Governor.
15 Section 25. Task force abolished; Act repealed. The Human
16Trafficking Task Force is abolished and this Act is repealed on
17July 1, 2017.
18 Section 99. Effective date. This Act takes effect upon
19becoming law.
