Bill Title: Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. In the definition of "birthing facility", adds birth centers as defined in the Birth Center Licensing Act. Provides that the written policy and continuing education for providers and staff of obstetric medicine and of the emergency department and other staff that may care for pregnant or postpartum women shall include addressing airway emergencies experienced during childbirth. Removes provisions concerning yearly educational modules. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:

4 | Section 5. The Department of Public Health Powers and | ||||||
5 | Duties Law of the
Civil Administrative Code of Illinois is | ||||||
6 | amended by adding Section 2310-720 as follows:

7 | (20 ILCS 2310/2310-720 new) | ||||||
8 | Sec. 2310-720. Respiratory emergencies during childbirth. | ||||||
9 | The Department of Public Health shall direct and assist | ||||||
10 | healthcare facilities that provide labor and delivery | ||||||
11 | services, including teaching hospitals, with the development | ||||||
12 | of a plan (i) to address airway emergencies when an individual | ||||||
13 | experiences respiratory failure during childbirth, (ii) to | ||||||
14 | maintain at those facilities equipment to deal with difficult | ||||||
15 | or failed intubation during childbirth, and (iii) to provide | ||||||
16 | notices and training to facility staff on the coordination of | ||||||
17 | care as necessary to prevent respiratory emergencies during | ||||||
18 | childbirth.

19 | Section 99. Effective date. This Act takes effect upon | ||||||
20 | becoming law.
