Bill Title: Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. In the definition of "birthing facility", adds birth centers as defined in the Birth Center Licensing Act. Provides that the written policy and continuing education for providers and staff of obstetric medicine and of the emergency department and other staff that may care for pregnant or postpartum women shall include addressing airway emergencies experienced during childbirth. Removes provisions concerning yearly educational modules. Effective immediately.

SYNOPSIS AS INTRODUCED:
20 ILCS 2310/2310-720 new

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall direct and assist healthcare facilities that provide labor and delivery services, including teaching hospitals, with the development of a plan (i) to deal with airway emergencies when an individual experiences respiratory failure during childbirth, (ii) to maintain at those facilities equipment to deal with difficult or failed intubation during childbirth, and (iii) to provide notices and training to facility staff on the coordination of care as necessary to prevent respiratory emergencies during childbirth. Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Public Health Powers and
5Duties Law of the Civil Administrative Code of Illinois is
6amended by adding Section 2310-720 as follows:
7 (20 ILCS 2310/2310-720 new)
8 Sec. 2310-720. Respiratory emergencies during childbirth.
9The Department of Public Health shall direct and assist

11services, including teaching hospitals, with the development
12of a plan (i) to address airway emergencies when an individual
13experiences respiratory failure during childbirth, (ii) to
14maintain at those facilities equipment to deal with difficult
15or failed intubation during childbirth, and (iii) to provide
16notices and training to facility staff on the coordination of
17care as necessary to prevent respiratory emergencies during
18childbirth.
19 Section 99. Effective date. This Act takes effect upon
20becoming law.
