Bill Title: Amends the Election Code. Provides that a unit of local government shall make the unit's public buildings within the election authority's jurisdiction available as permanent or temporary early voting polling places without charge if the unit of local government determines that the use would neither interfere with the normal operations within the building nor cause the unit of local government to incur additional expenses, including, but not limited to, additional labor costs (currently, the use of the public building is mandatory, without exceptions, upon request of the election authority). Effective immediately.

10 ILCS 5/19A-21

Amends the Election Code. 1 AN ACT concerning elections.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Election Code is amended by changing
5Section 19A-21 as follows:
6 (10 ILCS 5/19A-21)
7 Sec. 19A-21. Use of local public buildings for early
8voting polling places. Upon request by an election authority,
9a unit of local government (as defined in Section 1 of Article
10VII of the Illinois Constitution, which does not include
11school districts) shall make the unit's public buildings
12within the election authority's jurisdiction available as
13permanent or temporary early voting polling places without
14charge if the unit of local government determines that the use
15would neither interfere with the normal operations within the
16building nor cause the unit of local government to incur
17additional expenses, including, but not limited to, additional
18labor costs. Availability of a building shall include
19reasonably necessary time before and after the period early
20voting is conducted at that building.
