AMENDMENT TO HOUSE BILL 1868
2 AMENDMENT NO. ______. Amend House Bill 1868 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The School Code is amended by adding Section
521B-27 as follows:
6 (105 ILCS 5/21B-27 new)
7 Sec. 21B-27. Provisional certificate.
8 (a) The State Educator Preparation and Licensure Board may
9issue a provisional certificate valid for teaching in early
10childhood, elementary school, high school, or special subject
11fields, for providing services as school service personnel, or
12for administering schools, subject to the following
13conditions: A provisional certificate may be issued to a person
14who meets the requirements for a regular teaching, school
15service personnel, or administrative certificate in another
16state and who presents certified evidence of having earned a

1bachelor's degree from a recognized institution of higher
2learning. The academic and professional courses offered as a
3basis of the provisional certificate shall be courses approved
4by the State Board of Education, in consultation with the State
5Educator Preparation and Licensure Board. A certificate earned
6under this plan is valid for a period of 2 years and shall not
7be renewed.
8 (b) The State Educator Preparation and Licensure Board may
9also issue a provisional vocational certificate and a temporary
10provisional vocational certificate.
11 (1) The requirements for a provisional vocational
12 certificate shall be determined by the State Board of
13 Education, in consultation with the State Educator
14 Preparation and Licensure Board, provided the following
15 minimum requirements are met: at least 60 semester hours of
16 credit from a recognized institution of higher learning. A
17 bachelor's degree is not required for this certificate.
18 (2) The requirements for a temporary provisional
19 vocational certificate shall be determined by the State
20 Board of Education, in consultation with the State Educator
21 Preparation and Licensure Board, provided the following
22 minimum requirements are met: at least 8,000 hours of work
23 experience in the skill to be certified for teaching. Any
24 certificate issued under the provisions of this paragraph
25 (2) shall expire on June 30 following the date of issue.
26 Renewals may be granted on a yearly basis, but shall not be

1 granted to any person who does not file with the State
2 Educator Preparation and Licensure Board a transcript
3 showing at least 3 semester hours of credit earned during
4 the previous year in a recognized institution of learning.
5 No such certificate shall be issued except upon
6 certification by the employing board, subject to the
7 approval of the regional superintendent of schools, that no
8 qualified teacher holding a regular certificate or license
9 or a provisional vocational certificate is available and
10 that actual circumstances and need require such issuance.
11 The courses or work experience offered as a basis for the
12issuance of the provisional vocational certificate or the
13temporary provisional vocational certificate shall be approved
14by the State Board of Education, in consultation with the State
15Educator Preparation and Licensure Board.
16 (c) Notwithstanding anything in this Code to the contrary,
17the State Educator Preparation and Licensure Board shall issue
18part-time provisional certificates to eligible individuals who
19are professionals and craftsmen.
20 The requirements for a part-time provisional certificate
21shall be determined by the State Board of Education, in
22consultation with the State Educator Preparation and Licensure
23Board, provided the following minimum requirements are met: 60
24semester hours of credit from a recognized institution of
25higher learning or 4,000 hours of work experience in the skill
26to be certified for teaching.

1 A part-time provisional certificate may be issued for
2teaching no more than 2 courses of study for grades 6 through
312. A part-time provisional certificate shall be valid for 2
4years and may be renewed at the end of each 2 year period.
5 (d) A person who qualifies for a certificate under this
6Section is not required to hold a license under this Article.
7 Section 99. Effective date. This Act takes effect July 1,
82013.".
