Bill Title: Amends the Illinois Vehicle Code. Adds language providing that a person who damages a vehicle or who damages or removes any part of a vehicle commits a misdemeanor if the person does so with intent and without the right to do so (instead of "without authority to do so"). Adds language providing that a person who tampers with a vehicle or goes in it, on it, or works to attempt to work any of its parts, or sets or attempts to set it in motion commits a misdemeanor if he does so without right to do so and with intent to commit a crime (instead of "without authority to do so").

625 ILCS 5/4-102 from Ch. 95 1/2, par. 4-102

Amends the Illinois Vehicle Code. 1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by
5changing Section 4-102 as follows:
6 (625 ILCS 5/4-102) (from Ch. 95 1/2, par. 4-102)
7 Sec. 4-102. Offenses relating to motor vehicles and other
8vehicles - Misdemeanors.
9 (a) It is a violation of this Chapter for:
10 (1) A person, with intent and without the right to do
11 so without authority to do so, to damage a vehicle or to
12 damage or remove any part of a vehicle;
13 (2) A person, without the right to do so and with the
14 intent to commit a crime without authority to do so, to
15 tamper with a vehicle or go in it, on it, or work or
16 attempt to work any of its parts, or set or attempt to set
17 it in motion;
18 (3) A person to fail to report a vehicle as unclaimed
19 in accordance with the provisions of Section 4-107.
20 (b) Sentence. A person convicted of a violation of this
21Section shall be guilty of a Class A misdemeanor. A person
22convicted of a violation of this Section a second or
23subsequent time, shall be guilty of a Class 4 felony.
