Bill Title: Amends the School Code. Creates the Chicago Educational Governance Task Force for the purpose of recommending the best structure and procedure for the governance of City of Chicago School District 299. Sets forth the composition of the Task Force and the duties of the Task Force. Requires the Task Force to report its recommendation to the General Assembly on or before May 30, 2014 as to which governance structure is best designed to serve the students of the City of Chicago. Abolishes the Task Force and repeals these provisions on May 31, 2014.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
534-1.05 as follows:
6 (105 ILCS 5/34-1.05 new)
7 (Section scheduled to be repealed on May 31, 2016)
8 Sec. 34-1.05. The Chicago Educational Governance Task
9Force.
10 (a) The General Assembly makes the following findings:
11 (1) City of Chicago School District 299 is one of the
12 only school districts in this State with an appointed, not
13 an elected, school board.
14 (2) City of Chicago School District 299 is home to the
15 largest elected body in the country, local school councils,
16 charged with principal selection and approving the local
17 school budget.
18 (3) For 15 years, City of Chicago School District 299
19 has implemented reforms, including the extension of the
20 school day, the expansion of access to full-day
21 kindergarten, probation, student retention, school
22 closings, the expansion of access to choice programs
23 (including science, technology, mathematics, and

1 engineering (STEM) programs, charter schools, and
2 International Baccalaureate programs), and turnarounds, to
3 increase student outcomes, including increased graduation
4 rates, increased college attendance, and improved
5 performance on State assessments.
6 (4) Many of these reforms have led to a robust
7 democratic discussion and decision-making process.
8 (5) All children must have access to a world-class
9 education.
10 (b) The Chicago Educational Governance Task Force is
11created for the purpose of recommending the best structure and
12procedure for the governance of City of Chicago School District
13299 in order to ensure the best educational outcomes for City
14of Chicago School District 299 students.
15 (c) The Task Force shall be composed of the following
16members:
17 (1) Three members appointed by the Speaker of the House
18 of Representatives and 3 members appointed by the Minority
19 Leader of the House of Representatives.
20 (2) Three members appointed by the President of the
21 Senate and 3 members appointed by the Minority Leader of
22 the Senate.
23 (3) The Chief Executive Officer of City of Chicago
24 School District 299 or her or his designee.
25 (4) The President of the Chicago Board of Education or
26 her or his designee.

1 (5) The president of a Chicago professional teachers'
2 organization or his or her designee.
3 (6) The president of the association representing
4 principals in the schools of the district or his or her
5 designee.
6 (7) The student representative from the Chicago Board
7 of Education or her or his designee.
8 (d) The Speaker of the House of Representatives shall
9appoint one of his or her appointees under subdivision (1) of
10subsection (c) of this Section as a co-chairperson of the
11Chicago Educational Governance Task Force. The President of the
12Senate shall appoint one of his or her appointees under
13subdivision (2) of subsection (c) of this Section as a
14co-chairperson of the Chicago Educational Governance Task
15Force. Members appointed by the legislative leaders shall be
16appointed for the duration of the Chicago Educational
17Governance Task Force. In the event of a vacancy, the
18appointment to fill the vacancy shall be made by the
19legislative leader of the same chamber and party as the leader
20who made the original appointment.
21 (e) The Chicago Board of Education shall provide
22administrative and other support to the Task Force.
23 (f) The members of the Task Force shall serve on a pro bono
24basis. These members shall aid in the gathering of pertinent
25information on the impact of various school governance
26structures, including without limitation an elected

1representative school board and mayoral control, as well as
2gathering and analyzing data about the district's current
3governance structure.
4 (g) The Task Force shall commence meeting in June of 2015.
5The Task Force shall report its recommendation as to which
6governance structure is best designed to serve the students of
7the City of Chicago to the General Assembly on or before May
830, 2016.
9 (h) The Task Force is abolished and this Section is
10repealed on May 31, 2016.
