Bill Title: Amends the School Code. Requires a school board to ensure parents and guardians of pupils enrolled in the school district are free to petition the school board and provide public comment at all public and regularly scheduled meetings, have access to certain information, are well-informed on specified subject matters, and have the right to meet with a pupil's teacher at least twice per school year. Requires a school board to ensure curriculum and learning materials are posted on the school district's Internet website. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Sections
510-20.85 and 34-18.82 as follows:
6 (105 ILCS 5/10-20.85 new)
7 Sec. 10-20.85. Parents' rights. Notwithstanding any other
8law or rule to the contrary, each school board shall ensure all
9of the following:
10 (1) That the parents and guardians of all pupils
11 enrolled in the school district are free to petition the
12 school board and provide public comment at all public and
13 regularly scheduled school board meetings.
14 (2) That all curriculum and learning materials used by
15 the schools of the school district are posted on the
16 school district's Internet website if the school district
17 maintains a website, disaggregated by grade level. If the
18 school district does not maintain an Internet website, all
19 parents and guardians of pupils shall be informed of their
20 right to review all curriculum and learning materials used
21 by the schools of the school district at any time during
22 the school year.
23 (3) That the parents and guardians of all pupils

1 enrolled in the school district have the ability to
2 request and review all budgetary documents of the school
3 district, including documents outlining the school
4 district's revenues and expenditures.
5 (4) That the parents and guardians of all pupils
6 enrolled in the school district are well-informed of all
7 parent-school engagement opportunities to ensure parents
8 and guardians are engaged in their children's education.
9 (5) That the school district shares with the parents
10 and guardians of pupils information on the Illinois
11 Learning Standards and any changes made to the Illinois
12 Learning Standards throughout the school year.
13 (6) That each parent or guardian of a pupil has the
14 right to meet with the pupil's teacher at least twice per
15 school year, which may include parent-teacher conferences.
16 (7) That the libraries of each school of the school
17 district maintain a list of reading materials contained in
18 the library so that the parents and guardians of pupils
19 are able to request to review the reading materials
20 contained at each school.
21 (8) That the parents and guardians of all pupils
22 enrolled in the school district are well-informed about
23 the educational opportunities provided to pupils within
24 the school district, including, but not limited to, the
25 curriculum, gifted education programs, advanced placement
26 courses, special education needs, the needs of English

1 learners, child nutritional programs and services, and
2 career and technical education.
3 (9) That the parents and guardians of all pupils
4 enrolled in the school district are well-informed about
5 violent activity in a pupil's school and on school
6 grounds, subject to student privacy rights, and are
7 well-informed on the school district's policy to protect
8 children during the school day.
9 (10) That the parents and guardians of all pupils
10 enrolled in the school district are well-informed on the
11 school district's policies and procedures on protecting
12 students' privacy.
