Bill Title: Amends the Illinois Municipal Code. Provides that, if authorized by the fire chief of the fire department, any regularly enrolled volunteer fire fighter may purchase 4 vehicle tires every 3 years through his or her fire department's or municipality's joint purchasing contract relating to the purchase of vehicle tires. Further provides that the firefighter shall cover the cost of the tires and any related taxes. Limits applicability. Amends the Fire Protection District Act making similar changes. Effective immediately.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Municipal Code is amended by adding
5Section 11-6-9 as follows:
6 (65 ILCS 5/11-6-9 new)
7 Sec. 11-6-9. Purchase of tires under joint purchasing
8authority.
9 (a) As used in this Section:
10 "Vehicle" has the meaning provided in Section 1-146 of the
11Illinois Vehicle Code.
12 "Volunteer firefighter" means a firefighter who does not
13receive monetary compensation for his or her services to a
14municipal fire department.
15 (b) If authorized by the fire chief of the fire department,
16any regularly enrolled volunteer firefighter may purchase 4
17vehicle tires every 3 years through his or her fire
18department's or municipality's contract to purchase vehicle
19tires under Section 2 of the Governmental Joint Purchasing Act.
20The authorization must be in writing and on the fire
21department's letterhead, and must include the volunteer
22firefighter's name, the license plate number of the vehicle for
23the authorized purchase, and must reference the fire

1department's or municipality's joint purchasing agreement.
2 (c) The fire department or municipality shall alone be
3responsible for documenting how many tires each volunteer
4firefighter purchases during the specified periods under this
5Section.
6 (d) The firefighter shall pay for any tires, and any
7related taxes, purchased under this Section.
8 (e) Purchase of tires under this Section are not considered
9tax exempt.
10 (f) This Section applies to contracts first solicited under
11Section 4 of the Governmental Joint Purchasing Act on or after
12the effective date of this amendatory Act of the 100th General
13Assembly.
14 Section 10. The Fire Protection District Act is amended by
15adding Section 10d as follows:
16 (70 ILCS 705/10d new)
17 Sec. 10d. Purchase of tires under joint purchasing
18authority.
19 (a) As used in this Section:
20 "Vehicle" has the meaning provided in Section 1-146 of the
21Illinois Vehicle Code.
22 "Volunteer firefighter" means a firefighter who does not
