Bill Title: Amends the Elevator Safety and Regulation Act. Provides that the Act applies to any State-owned buildings within a municipality with a population over 500,000. Provides that the amendatory Act is a clarification of existing law and shall be retroactive to June 1, 2003. Effective immediately.
