Bill Title: Amends the Personnel Code. Provides that positions that are paid in accordance with prevailing wage laws, as well as beauticians and teachers of beauty culture and teachers of barbering, are exempt from jurisdiction B (currently, jurisdictions A, B, and C). Amends the Illinois Procurement Code. Provides that the Code does not apply to procurement expenditures related to efforts to recruit candidates to State employment. Effective immediately
