Bill Title: Amends the Illinois Drainage Code. Provides for the appointment of all drainage commissioners by the county board. Provides that the appointment shall be made as the terms of the current drainage commissioners expire. Deletes provisions providing for the election of drainage commissioners. Makes conforming changes. Effective immediately.
