Bill Title: Amends the Illinois Public Labor Relations Act. Provides that, in labor negotiations in which a circuit clerk's office is an involved bargaining unit, the county board that is responsible for the funding of the circuit clerk's office shall be considered a co-employer of the bargaining unit along with the circuit clerk's office, and shall be entitled to representation in all labor negotiations. Provides that, in labor negotiations in which the office having managerial authority over probation officers and staff is an involved bargaining unit, the county board that is responsible for the funding of that office shall be considered a co-employer of the bargaining unit along with the office that has managerial authority, and shall be entitled to representation in all labor negotiations. Makes a conforming change.
