Bill Title: Amends the Illinois Procurement Code. Provides that the Code does not apply to procurement expenditures that are necessary for the Illinois Emergency Management Agency and Office of Homeland Security to respond to a radiological incident, to monitor a nuclear power plant, or to use at a nuclear facility. Effective immediately.
